9. PROJECT DESCRIPTION
The applicant's property is located at 2305 Middle Sound Loop Road, in the northeastern part of
New Hanover County. The property is adjacent to Middle Sound and the Atlantic Intracoastal
Waterway. The highground area is approximately 6 acres and is 368 feet wide on Middle Sound
Loop Road and 568 - 598 feet in depth to the high water line. The topography gently slopes from
20 - 27 feet above mean sea level at the house location near the road, to approximately 4 feet
above mean sea level along the 273 feet of shoreline on Middle Sound. Existing structures on the
property include a residence, swimming pool and private pier. The pier was under construction
at the time of the site visit (see attached CAMA General Permit #018123). The highground
vegetation is primarily live oaks, and lawn grass. The wooded southwest corner of the property
is quite wet and exhibits an area of cat-tails (Tvnh4 spp.), probably the result of groundwater
seeping to the surface at the bottom of the slope. Waterward of the applicant's shoreline there was
an existing boat basin and access channel to the Atlantic Intracoastal Waterway (AIWW). On June
23, 1952, the applicant's family and an adjacent property owner were issued a permit (#25-52,
copy attached) from the Wilmington District Army Corps of Engineers, authorizing the excavation
of the original basin/channel. The authorized project dimensions, at that time, were a 650 feet
long and 50 feet wide (approximate), with a bottom depth of 4.5 feet at mean low water (MLW).
Currently the basin and access channel have shoaled to the point that navigation is not possible
during most of the tidal cycle. Current depths are approximately -.5 feet to+ 1.0 feet at MLW.
There is a border of coastal wetlands, varying between 35 feet wide in the area of the old basin,
to 500 feet wide adjacent to both sides of the old basin and access channel. This area is both marsh
and inter-tidal mud flats. The marsh consists of smooth cordgrass (Spartina alterniflora) which
transitions to high coastal marsh adjacent to the highground. This high marsh consists of
intermixed Spike Grass (Distichlis spicata), Sea Lavender (Lim nium, spp.), Saltwort (Salicomi ?,
spp.), Sea Oxeye (Borrichia f utescens), and Salt Meadow Grass (Spartina patens) that transition
to occasional shrubs, marsh elder (Iva frutescens), grounsel-bush (Baccharus halimifolia) and wax
myrtle (Myrica cerifera) along the marsh's interface with the mowed lawn grass.
The waters of Middle Sound and the AIWW are classified SA, by the Division of Water Quality
and also carry a supplemental classification of Outstanding Resource Waters (ORW). The area
is open to the harvest of shellfish and is not a designated Primary Nursery Area, by the N.C.
Division of Marine Fisheries. The open water of the AIWW is approximately 600 feet wide at this
location.
The applicant is proposing to re-dredge the pre-existing access channel and boat basin in front of
her property. The dimensions of the basin would be 80' long X 40' wide, to a depth of -4' at
mean low water (MLW). The access channel would be 260' long X 20' wide (bottom width) X
-4' depth at MLW. Excavation of the basin and access channel would be accomplished by barge
mounted mechanical excavator. Excavated material would be placed on the applicant's
highground property adjacent to the basin and would be contained behind silt fencing.Upon
drying, the spoils material would be spread over the lower part of the yard and re-grassed.

10. ANTICIPATED IMPACTS
The proposed dredging would result in the excavation of approximately 8,400 sq. ft. of shallow
bottom. Short term increases in turbidity can be expected during dredging activity. The excavation
of the basin and channel by mechcanical means will create steep side slopes and subsequent
sloughing, there by increasing the top width dimensions of the proposed project. Approximately
1200 cubic yards of material of spoils material would be generated from the project and spread
over the lower area of the applicant's yard.
