On November 24, 1998, I met with you at the subject property. At your request an evaluation of the stream
features were performed to determine whether the site would require compliance with the Neuse Buffer Rule.
This specific project is referenced by the Raleigh Regional Office as NBRRO-029 and 282.
It was determined that the stream and the pond present on the property are subject to protection under the
Neuse River Basin: Nutrient Sensitive Waters Management Strategy; Protection and Maintenance of Existing
Riparian Areas, Administrative Code T15A:02B.0233 (NCAC 0233). These features are located adjacent
to Tract 2 on the Master Land Use Plan received by this Office on January 29, 1999. The new project map
received December 23, 1999 details the location of the ten attached housing units near the 15th green and
the subject stream and pond. The required fifty foot riparian buffer has been delineated.
Please be reminded that storm water must be delivered as sheet flow through the riparian area. The only
impact to the riparian buffer indicated on the project drawing is a sanitary sewer line crossing on Horse
Creek to the west of the golf course. In accordance with NCAC.0233, non-electric utility crossings are
exempt if the crossing is accomplished as perpendicularly as possible and disturbs less than or equal to 40
linear feet of buffer.

0233). These features are located adjacent to Tract 2 on the Master Land Use Plan received by this Office
on January 29, 1999.
Please be reminded that the riparian buffer is protected in two zones totaling fifty feet of protection. In
accordance with the Rule, sheet flow from stormwater must be maintained, to the maximum extent practical,
through dispersing concentrated flow and/or re-establishment of vegetation to maintain the efficacy of the
riparian area. Please provide this Office with a plat map indicating the protected buffer and building
Ilocations after the site survey has been completed.
