Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* Brunswick County Public Utilities is expanding its Northwest Water Treatment Plant (NWTP) from 24 million gallons per day (mgd) to 45 mgd and upgrading its treatment process to include advanced treatment (reverse osmosis) to remove perfluorinated compounds (i.e., Gen )� and other emerging contaminants found in its rawwater supply. This requires work at the existing NWTP site including new structures and piping outside of wetland areas. The project also includes approximately 1800 feet of new rawwater main from the NWTP to an existing rawwater main. The project also includes the construction of approximately 4 miles of new pipeline to convey concentrate from the reverse osmosis process for discharge to the Cape Fear River. Land use in the project area includes public utility (at the NWTP). The 4-mile concentrate pipeline will be constructed primarily along road right-of-ways. Explain the purpose of the proposed project:* The purpose of the project is to expand the Northwest Water Treatment Plant from 24 million gallons per day (mgd) to 45 mgd and to upgrade the treatment process to include advanced treatment (reverse osmosis) to remove perfiuorinated compounds (i.e., Gen X) and other emerging contaminants found in Brunswick County's rawwater supply. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Work at the Northwest Water Treatment Plant site includes additional rapid mixers and filters, with an upgraded clarifier, a new reverse osmosis facility, a new chlorine control and storage building, residuals handling facilities improvements and associated facilities and site improvements. All work at the water treatment plant will occur outside of jurisdictional areas. The project also includes approximately 1800 feet of new 36-inch rawwater pipeline from the water treatment plant to connect to an existing rawwater main. This raw water main will cross two unnamed tributaries of Hood Creek with adjacent wetlands, with open -cut construction. The project also includes the construction of approximately 4 miles of new pipeline to convey concentrate from the reverse osmosis process at the water treatment plant for discharge to the Cape Fear River. This 4-mile pipeline crosses five wetland areas with a combination of open -cut construction and horizontal directional drilling where it is practicable. The outfall at the Cape Fear River will be constructed with excavation using a cofferdam. Equipment to be used includes trenching equipment, trackhoes, bulldozers, dump trucks, cranes, a barge in the river, pile driving equipment, directional bore equipment, paving equipment, and tree clearing equipment. Additional information about the proposed construction sequence for the work in the river, including the cofferdam, ouffall construction, and HDD, is attached. 4j. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: All work at the WTP site Will be constructed in upland areas, with the exception of the two stream/wetland crossings by the rawwater main, which are necessary to connect to the existing LCFWASA rawwater main. All other wetlands at the WTP site were avoided. The concentrate pipeline was designed to follow road right-of-ways to minimize impacts to streams and wetlands. The pipeline was designed to be on the side of the road that would require the least amount of wetland and stream impacts, and many wetlands and streams were avoided by placing the pipe along the road where the pipe will not require impacts. Where practicable, trenchless methods (horizontal directional drilling) will be used to cross wetlands and streams. Specifically, Bay Branch (stream PS-2) and the wetlands W3 and W4 will be completely avoided using an HDD to cross them. Impacts to two additional intermittent streams (IS-1 and IS-2) and extensive wetlands W1 and W2 will be avoided using HDD to cross rather than open -cut. Work at the river was designed to minimize impacts including footprint and duration of construction while providing for stabilization of the river bank and outfall structure. Work will be done within the footprint of a temporary cofferdam to avoid impacts. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Three separate horizontal directional drilling crossings will be used to avoid impacts to streams and wetlands ( avoiding impacts to IS-1, IS-2, W1, W2, W3, W4, and PS-2). Erosion and sedimentation control measures will be used throughout the project to prevent sediment from reaching downstream waters and wetlands. The USACE Regional Conditions for moratoria for in -river construction work will be followed. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. The approximate barge dimensions will be approximately 40 ft by 60 ft or 40 ft by 80 ft. o Commence installation of cofferdam (likely sheet piles) from two barges within the river on downstream side of the cofferdam for the proposed outfall structure and mechanically stabilized earth (MSE) wall as shown on the drawings. o Sheet piles to be driven or vibrated from a crane on the barge (up to 3 weeks of vibration causing activities). o Install internal bracing within the sheet pile wall (up to 1 week of internal bracing installation). o The final layout of the cofferdam is to be designed and completed by the Contractor’s Design Engineer. · HDD Installation (Up to 4 Week Duration – Up to 8 Weeks Total Schedule) o Leave both barges on downstream side of cofferdam during this phase of work. o On land, complete pilot hole drilling (up to 1 week). o On land, complete 2 to 3 HDD reaming passes (up to 2 weeks). o During 2nd week of reaming activities, begin to fuse HDPE pipe on land (up to 1 week) for HDD and string out in river (i.e., float the pipe) along near-shore bank the day prior to pullback. Tie pipe string to the bank overnight outside of navigational channel and attach other end securely to one of the barges. o During pullback (1 day activity (12 to 16 hours)): String pipe out in river. During the pullback, the pipe will extend approximately halfway across the width of the river and up to 1000 ft downstream. Equip original barge crane with pipe sling to transition HDPE pipe into HDD borehole. HDPE pipe to have between 50 and 100 ft radius of curvature from river to transition into borehole. The final layout to be designed by Contractor’s Design Engineer. If necessary, mobilize crane or excavator to second barge equipped with pipe slings prior to pullback during reaming to transition pipe into borehole. Mobilize small tug boat or small boat to site prior to pullback to during reaming to hold end of pipe in place during pullback to prevent “whipping” effect of pipe. · Pipe Installation and Outfall Construction (Up to 4 Week Duration – Up to 12 Weeks Total Schedule) o Leave two barges on downstream side of cofferdam during this phase of work. o Dewater within the cofferdam concurrently with excavation discussed below. o Excavate and install pipeline within the cofferdam from the manhole structure on land to the outfall structure in the river (up to 1 week). o Install 4 H-Piles within the cofferdam for the outfall structure (up to 2 days). o Construct the cast-in-place outfall structure onto the piles (up to 2 weeks). o Install scour protection (riprap, bedding stone and geotextile) within the cofferdam footprint (up to 3 days). · Complete Installation of MSE Wall and Backfill to Manhole Structure on Land (Up to 4 Week Duration – Up to 16 Weeks Total Schedule) · Cofferdam Removal and Demobilization (Up to 2 Weeks – Up to 18 Weeks Total Schedule) o Remove cofferdam within river using vibratory hammer and cut-off sheet piles as shown on drawings (up to 2 weeks of vibration causing activities). o Return barge to Cape Fear Boat Works from the project site. It is anticipated that approximately 4 to 6 months will be needed for construction within the river due to the coordination between the land and river work. It should be noted that the final construction sequence and timeline will be dependent upon the Contractor's proposed means and methods. Permitted time frame for work within the Cape Fear River will be specified to the Contractor in the Contract Documents upon permit approval. Specifically, we have determined that that the effects of the proposed action on Shortnose and Atlantic sturgeon and designated critical habitat for Atlantic sturgeon would be insignificant.
