Here are the latest entries into the Filemaker Pro System; 00-0170, issue no conditions X00-0147, issue no conditions 00-0171, no 401 needed this letter has already gone out from the region, I just wanted to complete the loop of paperwork. 00-0187, issue no conditions. I did offer a comment, according to the consultant they did not list the Pamlico Sound as SA, wrong. 00-0119, this application and approval needs both the 401 certification and an Authorization Ceritificate for the buffer impacts. I told John that if this needs to be issued from the region let me know. 00-0154, this project should be placed on Hold until we can get back out to Ocracoke. John's memo said he needs comments by 3/22 but we are not planning on visiting the island unitl the 27th and 28th. Also I still cannot find the entry for the Beaufort County Hospital. MEMORANDUM TO: Doug Huggett THROUGH: Terry Moore FROM: Steve Trowell DATE: 02/14/00 SUBJECT: Phillip Carrawan's Major Permit Application for Taylors Beach Enclosed is an application received from Phillip Carrawan for maintenance excavcation, bulkheading and dock construction on a man made canal off the Albemarle Sound at Taylors Beach near Columbia in Tyrrell County, North Carolina. I have reviewed the application in regards to the use standards in NCAC 7H, specifically .0206, .0207 and .0209 and have determined that the applicants proposal is consistent with those standards. I recommend that the permit be issued with the following conditions: (1) Appropriate erosion and sedimentation control measures, devices, or structures (including but not limited to, silt fence, diversion swales and berms, vegetated buffers) will be used between the disposal areas and any adjacent waterway or property to prevent offsite sedimentation. (2) Excavation will in no case exceed 4 feet below the elevation of normal water level or the depth of the adjoining waters.. (3) The temporary placement or double handling of excavated materials in waters or vegetated wetlands is not authorized. (4) A perminent ground cover sufficient to restrain erosion must be provided within thirty days of project completion. (5) No sewage, wether treated or untreated, shall be discharged at any time from any boats using the docking facility. Any sewage discharge at the docking facility shall be considered a violation of this permit for which the permittee is responsible. This prohibition shall be applied and enforced throughout the entire existence of the permitted structure. (6) The bulkhead alignment must be staked by a DCM Field Representative prior to construction of the bulkhead. (7) The bulkhead must be structurally tight prior to any backfilling as to prevent seepage of backfill materials through the structure. (8) No attempt will be made by the permittee to prevent the full and free use by the public of all navigable waters at or adjacent to the authorized work. Doug Huggett 14 February 2000 Page Two (9) This permit authorizes the dock and bulkhead and uses located in or over the water that are expressly and specifically set forth in the permit application. No other structures, whether floating or stationary, may become a permenant part of this marina without permit modification. No non-water dependent uses or structures may be conducted on, in or over public trust water without permit modification. Phillip Carrawan Tyrrell County Project Setting The applicant's property is located off SR 1234 at Taylors Beach on a man made canal off the Albemarle Sound near Columbia in Tyrrell County, North Carolina. The 1 acre tract is surrounded by a man made canal connected to the Albemarle Sound and would be an island if not for the 45' wide access to SR 1234. The property is vegetated with upland grasses void of any woody vegetation. General permit no. 021693-B was issued on 12 April 1999 and authorized construction of 500' of bulkhead which was completed in July 1999. The canal adjacent to applicant's property serves as a harbor of refuge for commercial fishing vessels. Located on the property along the canal are nine small platforms used for mooring, loading and off loading of commercial fishing vessels. Approximately 9 to 12 commercial fishing vessels moor along the property. With the exception of the applicants property, the entire canal system is bulkheaded. The Albemarle Sound near the project area is classified as SB waters. Project Description The applicant proposes to construct 728' of new bulkhead. Along 150' of the new bulkhead the applicant proposes to construct a 3' x 150' loading dock waterward of the bulkhead. The applicant also proposes to conduct maintenance excavation along 578' of the canal removing 3' of material to establish a 6' depth along the new bulkhead so that boats can moor "side to". Spoil material from the excavation will be side cast onto high ground along the canal and allowed to dry. The excavated material will then serve as backfill behind the bulkhead. Electric and water hook ups will be installed at 30' intervals for a total of 29 sites along the bulkhead. Two 6,000 gallon fuel storage tanks previously authorized by CAMA Minor permit No. 02-99 are planned to provide fuel services to the commercial fishing vessels. Anticipated impacts The proposed loading dock will result in the some shading of the canal bottom. The maintenance excavation will result in the excavation of 5,780 ft2 of canal bottom for a total of 642 cubic yards of material, mostly sand. Spoil disposal behind the bulkhead will result in the filling of 1,456 ft2 of canal bottom and 11,560 ft2 of uplands behind the bulkhead. Localized short term turbidity is expected as a result of the maintenance excavation, bulkhead and dock construction. The proposed project will increase space for mooring of commercial fishing vessels resulting in the potential for increased usage of the canal and associated impacts. P Phillip Carrawan Tyrrell County Project Setting The applicant's property is located off SR 1234 at Taylors Beach on a man made canal off the Albemarle Sound near Columbia in Tyrrell County, North Carolina. The 1 acre tract is surrounded by a man made canal connected to the Albemarle Sound and would be an island if not for the 45' wide access to SR 1234. The property is vegetated with upland grasses void of any woody vegetation. General permit no. 021693-B was issued on 12 April 1999 and authorized construction of 500' of bulkhead which was completed in July 1999. The canal adjacent to applicant's property serves as a harbor of refuge for commercial fishing vessels. Located on the property along the canal are nine small platforms used for mooring, loading and off loading of commercial fishing vessels. Approximately 9 to 12 commercial fishing vessels moor along the property. With the exception of the applicants property, the entire canal system is bulkheaded. The Albemarle Sound near the project area is classified as SB waters. Project Description The applicant proposes to construct 728' of new bulkhead. Along 150' of the new bulkhead the applicant proposes to construct a 3' x 150' loading dock waterward of the bulkhead. The applicant also proposes to conduct maintenance excavation along 578' of the canal removing 3' of material to establish a 6' depth along the new bulkhead so that boats can moor "side to". Spoil material from the excavation will be side cast onto high ground along the canal and allowed to dry. The excavated material will then serve as backfill behind the bulkhead. Electric and water hook ups will be installed at 30' intervals for a total of 29 sites along the bulkhead. Two 6,000 gallon fuel storage tanks previously authorized by CAMA Minor permit No. 02-99 are planned to provide fuel services to the commercial fishing vessel' Anticipated impacts The proposed loading dock will result in the some shading of the canal bottom. The maintenance excavation will result in the excavation of 5,780 ft2 of canal bottom for a total of 642 cubic yards of material, mostly sand. Spoil disposal behind the bulkhead will result in the filling of 1,456 ft2 of canal bottom and 11,560 ft2 of uplands behind the bulkhead. Localized short term turbidity is expected as a result of the maintenance excavation, bulkhead and dock construction.
