NARRATIVE DESCRIPTION: The project site lies adjacent to the Newport River within the development of Blair Farms, specifically, Blair Point. This is a recently developed residential subdivision that appears undeveloped in the available photography. The subdivision lies south of The Haystacks and Crab Point in Morehead City. The southern end of the subdivision lies adjacent to Crab Point Bay, and north of Dill Creek. The property of the proposed development is Lot 9, and fronts the Newport River. The site is a single family residential lot, approximately .64 acres in size, averaging 3'- 5' msl in elevation, and vegetated with typical lawn grasses. There is a delineated Section 404 Wetland fringe transitioning to the salt marsh on the river front of the property. The river bottom is sandy along this shoreline, with a channel running close to shore. The Morehead City Land Use Plan classifies this area of the city as Urban Transition, with all areas within CAMA AEC's classified Conservation; the Division of Marine Fisheries has not designated this part of the Newport River as a Primary Nursery Area; the Division of Health Services has closed the waters of the river to the taking of shellfish for consumption to a point several hundred feet north of the project site; the Division of Water Quality classifies this portion of the Newport River as SA; there are no beds of submerged aquatic vegetation within the location of the proposal, although there are scattered beds along this shoreline. Water depths within the location of the proposed development average -2' to -2.5' nlw. This area of the city is serviced by municipal water and sewer. The applicant has recently constructed a residence on the site, permitted under the CAMA Minor Permit process. A pier was constructed in late 1998 after receiving approval under the CAMA General Permit process. This existing docking facility is elevated over the wetlands, and extends into the open body of water approximately 105'. The body of water of the Newport River at the project location is approximately 800' wide. There are two finger piers and a T-head, with two boat lifts that were authorized under the General Permit. The applicant has two permanent slips existing, and is proposing four more. Along the northwest side of the existing finger dock, he proposes to construct a 12' x 12'6" boatlift, within a water depth of -2'6" nlw. To the south side of the pier, the applicant wishes to add two personal watercraft lifts, each 6' x 6' in size, in a water depth of -2' nlw. Lastly, to create a slip on the southwest side of the existing finger dock, the applicant proposes to install a mooring piling approximately 20' from the pier and 12' from the dock, within a water depth of -2' nlw. The end result will be permanent mooring space for 6 vessels, for private use. All existing development on this structure has been presented as being >15' from adjacent riparian corridor lines. As such, the proposed, lying within the same footprint, should be located >15' from these lines. There is no new decked area proposed. 10. ANTICIPATED IMPACTS: Although the direct impact resulting from this proposal is 462 square feet of public trust area incorporated within the docking facility, this is somewhat misleading. For all intents and purposes, the area of the proposed has already been taken out of the waters available for public R. The impacts lie in the addition of 4 more vessels to a private docking facility, for a finished project count of 6 slips. The water depths are minimal needed for any large vessel, although would not be of concern for the personal watercrafts. The proposed does not pose any more significant hazard to navigation in the area, as the structures will not extend any further waterward than the existing structure. NARRATIVE DESCRIPTION: The project site lies adjacent to the Newport River within the development of Blair Farms, specifically, Blair Point. This is a recently developed residential subdivision that appears undeveloped in the available photography. The subdivision lies south of The Haystacks and Crab Point in Morehead City. The southern end of the subdivision lies adjacent to Crab Point Bay, and north of Dill Creek. The property of the proposed development is Lot 9, and front's the Newport River. The site is a single family residential lot, approximately .64 acres in size, averaging 3' - 5' msl in elevation, and vegetated with typical lawn grasses. There is a delineated Section 404 Wetland fringe transitioning to the salt marsh on the river front of the property. The river bottom is sandy along this shoreline, with a channel running close to shore. The Morehead City Land Use Plan classifies this area of the city as Urban Transition, with all areas within CAMA AEC's classified Conservation; the Division of Marine Fisheries has not designated this part of the Newport River as a Primary Nursery Area; the Division of Health Services has closed the waters of the river to the taking of shellfish for consumption to a point several hundred feet north of the project site; the Division of Water Quality classifies this portion of the Newport River as SA; there are no beds of submerged aquatic vegetation within the location of the proposal, although there are scattered beds along this shoreline. Water depths within the location of the proposed development average -2' to -25 nlw. This area of the city is serviced by municipal water and sewer. The applicant has recently constructed a residence on the site, permitted under the CAMA Minor Permit process. A pier was constructed in late 1998 after receiving approval under the CAMA General Permit process. This existing docking facility is elevated over the wetlands, and extends into the open body of water approximately 105'. The body of water of the Newport River at the project location is approximately 800' wide. There are two finger piers and a T-head, with two boat lifts that were authorized under the General Permit. The applicant has two permanent slips existing, and is proposing four more. Along the northwest side of the existing finger dock, he proposes to construct a 12' x 12'6" boatlift, within a water depth of -2'6" nlw. To the south side of the pier, the applicant wishes to add two personal watercraft lifts, each 6' x 6' in size, in a water depth of -2' nlw. Lastly, to create a slip on the southwest side of the existing finger dock, the applicant proposes to install a mooring piling approximately 20' from the pier and 12' from the dock, within a water depth of -2' nlw. The end result will be permanent mooring space for 6 vessels, for private use. All existing development on this structure has been presented as being >15' from adjacent riparian corridor lines. As such, the proposed, lying within the same footprint, should be located >15' from these lines. There is no new decked area proposed. 10. ANTICIPATED IMPACTS: Although the direct impact resulting from this proposal is 462 square feet of public trust area incorporated within the docking facility, this is somewhat misleading. For all intents and purposes, the area of the proposed has already been taken out of the waters available for public R. The impacts lie in the addition of 4 more vessels to a private docking facility, for a finished project count of 6 slips. The water depths are minimal needed for any large vessel, although would not be of concern for the personal watercrafts. The proposed does not pose any more significant hazard to navigation in the area, as the structures will not extend any further waterward than the existing structure. NARRATIVE DESCRIPTION: The project site lies adjacent to the Newport River within the development of Blair Farms, specifically, Blair Point. This is a recently developed residential subdivision that appears undeveloped in the available photography. The subdivision lies south of The Haystacks and Crab Point in Morehead City. The southern end of the subdivision lies adjacent to Crab Point Bay, and north of Dill Creek. The property of the proposed development is Lot 9, and fronts the Newport River. The site is a single family residential lot, approximately .64 acres in size, averaging 3' - 5' msl in elevation, and vegetated with typical lawn grasses. There is a delineated Section 404 Wetland fringe transitioning to the salt marsh on the river front of the property. The river bottom is sandy along this shoreline, with a channel running close to shore. The Morehead City Land Use Plan classifies this area of the city as Urban Transition, with all areas within CAMA AEC's classified Conservation; the Division of Marine Fisheries has not designated this part of the Newport River as a Primary Nursery Area; the Division of Health Services has closed the waters of the river to the taking of shellfish for consumption to a point several hundred feet north of the project site; the Division of Water Quality classifies this portion of the Newport River as SA; there are no beds of submerged aquatic vegetation within the location of the proposal, although there are scattered beds along this shoreline. Water depths within the location of the proposed development average -2' to -2.5' nlw. This area of the city is serviced by municipal water and sewer. The applicant has recently constructed a residence on the site, permitted under the CAMA Minor Permit process. A pier was constructed in late 1998 after receiving approval under the CAMA General Permit process. This existing docking facility is elevated over the wetlands, and extends into the open body of water approximately 105'. The body of water of the Newport River at the project location is approximately 800' wide. There are two finger piers and a T-head, with two boat lifts that were authorized under the General Permit. The applicant has two permanent slips existing, and is proposing four more. Along the northwest side of the existing finger dock, he proposes to construct a 12' x 12'6" boatlift, within a water depth of -2'6" nlw. To the south side of the pier, the applicant wishes to add two personal watercraft lifts, each 6' x 6' in size, in a water depth of -2' nlw. Lastly, to create a slip on the southwest side of the existing finger dock, the applicant proposes to install a mooring piling approximately 20' from the pier and 12' from the dock, within a water depth of -2' nlw. The end result will be permanent mooring space for 6 vessels, for private use. All existing development on this structure has been presented as being >15' from adjacent riparian corridor lines. As such, the proposed, lying within the same footprint, should be located >15' from these lines. There is no new decked area proposed. 10. ANTICIPATED IMPACTS: Although the direct impact resulting from this proposal is 462 square feet of public trust area incorporated within the docking facility, this is somewhat misleading. For all intents and purposes, the area of the proposed has already been taken out of the waters available for public R. The impacts lie in the addition of 4 more vessels to a private docking facility, for a finished project count of 6 slips. The water depths are minimal needed for any large vessel, although would not be of concern for the personal watercrafts. The proposed does not pose any more significant hazard to navigation in the area, as the structures will not extend any further waterward than the existing structure.
