Joe Priest Page 2 9. PROJECT SITE DESCRIPTION The project site is located at 308 Water Street on Wrightsville Beach in New Hanover County adjacent to Banks Channel. To locate the property, travel east on Eastwood Road (N.C. HWY 74) from Military Cut -Off Road for approximately 1 mile towards Wrightsville Beach. From the drawbridge, continue heading east on Causeway Drive (N.C. HWY 74) approximately 1 mile and proceed to cross the second bridge over Banks Channel. At the traffic light, turn right onto Waynick Boulevard and travel a little more than a mile until the road turns left and becomes Sunset Avenue. At the yield sign, turn right onto South Lumina Avenue and after a quarter mile turn right onto Albright Street. At the end of this road turn left onto Water Street and the destination will be on your right. The applicant currently maintains a single-family residence on the project site. The property is adjacent to residential properties with existing single family structures and private docking facilities. Highground vegetation consists of ornamental landscaping. The lot is approximately 4,450 square feet in size and has an average elevation of approximately 5' above normal high water (NHW). The project site has approximately 50 linear feet of shoreline frontage stabilized by an existing bulkhead (permitted under State Permit No. 59-00), which meets NHW. There are no Coastal Wetlands on site. The applicant currently maintains an existing 2-slip private residential docking facility within Banks Channel (see Sheet 1 of 3) permitted under CAMA General Permit No. 39747-D. An access pier, measuring approximately 120' long by 6' wide, extends in a westerly direction from the existing bulkhead and terminates onto a T-Head fixed platform, measuring approximately 16' long by 20' wide. An access ramp leads from the T-Head fixed platform onto a floating dock, measuring approximately 20' long by 6' wide, which runs in the same alignment as the access pier. Adjacent to this floating dock to the south is an existing boatlift measuring approximately 14' long by 14' wide. Two existing tie -pilings are located on the southern Riparian Corridor line. The Town of Wrightsville Beach CAMA Land Use Plan classifies the adjacent waters and high ground area of the project site as Conservation. There are no known archaeological sites located in the project vicinity. The waters in the project area are classified SAIHQW by the Division of Water Resources. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. 10. PROPOSED PROJECT The applicant proposes to modify and expand the existing docking facility by removing the existing boatlift and floating dock and installing a 40' long by 6' wide floating dock parallel with the existing fixed access pier for a total of 4 boatslips (see Sheet 2 of 3). Both the existing boatlift and tie -pilings would be removed (see Sheet 1 of 3). The proposed floating dock would not exceed the Town of Wrightsville Beach's established pier headline and would not be located within either 15' Riparian Corridor Setback. The proposed floating dock would accommodate up to four formalized boat slips in water depths measuring approximately -8' at normal low water as reported by the applicant. 11. ANTICIPATED IMPACTS The proposed expansion of the existing floating dock would incorporate approximately 240 ft' of Estuarine Waters & Public Trust Areas (however this addition would not count towards the allowable square footage for docking facilities due to being in the same alignment as the access pier and less than 6' in width) and would meet the 8 square feet per linear foot of shoreline rule. The proposed expansion would increase the number of boatslips from 2 to 4. The proposed floating dock would not encroach into either 15' Riparian Corridor Setback nor exceed the Town of Wrightsville Beach's pierhead line. Shoreline Stabilization 1) The bulkhead will be positioned to align with the corners of the two adjacent bulkheads. 2) The authorized alignment of the proposed bulkhead must be approved by a representative of the Division of Coastal Management within a maximum of 30 days prior to the start of construction. Failure to initiate construction within 30 days, or erosion of the shoreline by adverse weather conditions, will require the alignment to be re -approved by DCM within a maximum of 30 days prior to the new expected start of construction. 3) The bulkhead must be constructed prior to any backfilling activities. J„ This permit action may be appealed by the pemaittee or other qualified persons within twenty (20) days of the issuing date. An appeal requires resolution prior to work initiation or continuance, as the case may be. This permit must be accessible on -site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Departmental approval. This permit does not authorize any excavation ivaterward of the approved alignment. 7) The back fill material will be clean and free of any pollutants except in trace quantities. 8) All back fill material will be obtained from a highground source and confined behind the permitted bulkhead. 9) All fill material to be placed below normal water level will be confined behind the permitted bulkhead. 10) No excavated or fill material will be placed at any time in any vegetated wetlands or surrounding waters outside of the alignment of the fill area indicated on the workplan drawing(s). 11) The temporary placement or double handling of excavated or fill material within waters or vegetated wetlands is not authorized. Sedimentation and Erosion Control 12) Sedimentation and erosion control measures must be implemented to ensure that eroded materials do not enter adjacent wetlands or waters. 13) All disturbed areas shall be properly graded and provided a Bound cover sufficient to restrain erosion within thirty days of project completion. General 14) No vegetated wetlands will be excavated or filled. NOTE: This permit does not eliminate the need to obtain any additional permits, approvals or authorizations that may be required.
