REGAN Secretary I am pleased to inform you that the Land & Aquatic Resources Stewardship Program (LARSP) has agreed to accept the transfer of 28 properties from the Division of Mitigation Services (DMS) into the stewardship program. This action is made pursuant to the Memorandum of Agreement between DEQ Financial Services Division (FSD) and DEQ Division of Mitigation Services (DMS) effective .November 21, 2016 and to a Memorandum of Agreement between NCDOT and NCDEQ (formerly NCDENR) effective December 12, 2012. FUNDING: It is important to note that the agreement between our programs states that DMS will fund, in perpetuity, all stewardship activities for those properties without an endowment at the time of their transfer or until such time that an endowment agreement has been made. The subject properties are transferred without an endowment. Thank you.
