Ever since you dubbed yourself the IRT chair J After speaking with the "Chair" and Kim, this is my path forward: Cedar Grove - full credit release, with the understanding the next 2 years will have a reduction of credits to accommodate valley length, rather than single thread, and will be asking them to address the remainder of Mac's concerns as well; Buffalo Branch - full credit release, and they will be required to address the comments/concerns from the site visit; and Arrington III - NO credit release until they provide an adaptive management plan for the planting plan and open water area. I appreciate everyone's work on these!! Arrington Bridge III 1. The main purpose to visit the Arrington Bridge III site was based on the Monitoring Year 4 review and the extent of the vegetative low growth or low density areas reported. 2. We started at the top of the site and initially walked through the marsh like area near VPs 4-6. This area showed very few trees and depths ranging from 6 inches to 1.5 feet. There had been a rain event within 48 hours. 3. We walked the entire length of the site primarily on the south side. One general observation was that DWR felt that the low growth/density polygons were underestimated. The polygons on the map (Figure 2) shows 23% of the site affected. DWR estimates that least 30% if not higher show low growth/density. 4. RES discussed several strategies to increase the growth and density of the areas. DWR stressed that the strategies should be based on native or natural materials. DWR recommends (based on discussions with the COE/Sam) RES provide an Adaptive Management Plan (AMP) to the IRT for review and approval. 5. On site DWR did recommend no better than a partial credit release, however; at this point, DWR would recommend to the COE that the credit release be withheld until approval of the AMP. Buffalo Branch 1. The purpose for visiting Buffalo Branch was based on wanting to see the tributaries (Reach C and 131), inspect the status of the vegetation and stream channel. 2. We visited Reach C first. There was good flow, however; from mid reach and above most channel characteristics were lost. DWR recommended that the flow gauge be moved to an area around cross section 13. 3. Then proceeded to the confluence of Al and B1 where beaver dams were present. The presence of beaver where noted on much of the E1 on reach B2, in addition, some presence of beaver on Al. 4. The below the beaver impacted reaches reach A2 looked good. 5. There is a significant amount of pine on all the aforementioned reaches. There needs to be significant thinning of pine on these reaches. 6. The crossing looked stable, however, we did notice the gates were open. DWR prefers that the gates be closed when cattle are not crossing. 7. We did walk a portion of Reach A3, the Ell reach. This reach looked good except for two issues: a. We did note a few cow pies in the easement, that is something RES needs to check, b. The landowner has been dumping dead cows in the easement. This needs to stop immediately. 8. We ended our visit by checking upper reach B1. DWR requested a flow gauge be placed just below cross section 16. This reach also looks risky for flow and the maintenance channel features. 9. DWR recommends that the credit be released for this site with the expectation that the above mentioned items are addressed by July 2020. 10. Summary of action items: a. Move or install flow gauges for reaches C and B1, b. Get beaver out of the stream, c. Thin the pine, and d. Discuss with landowner the removal of the dead cows and the cessation of any future dumping in the easement.
