Dear Mr. Horton:
On January 23, 2020, Brian Lambe from the Wilmington Regional Office of the Division of Energy,
Mineral, and Land Resources (DEMLR), conducted a compliance evaluation inspection for Horton Iron &
Metal located in New Hanover County, North Carolina.
The following observations were noted during the DEMLR inspection (please see the attached
addendum for additional information about your permit):
1)Stormwater Pollution Prevention Plan (SPPP)
A Stormwater Pollution Prevention Plan (SPPP) has been developed, recorded, and properly
implemented.

Inspection Summary:
THe facilty was inspected on 1/23/2020 by Brian Lambe. Met with owner and discussed permitting requirements.
The SPPP was revised this year by IEC, Industrial Environmental Consultants, LLC. The SPPP was very well prepared and
thorough.The inspector urged the owner to read and know the$PPP. Training of employees is needed,ensure to document
training sessions(safety meetings).
The site did need some clean up of containers. Containers must be labeled with contents. Prevent rain water from trash
cans by having holes in botttoms.
Soil is very sandy and infiltrates very quickly. The sampling point is in the front. Road contaminants may be affecting
sampling results.We discussed if the sampling point should be moved to represent the back of the porperty better, but the
general gradient does flow to the front corner.
