PROJECT SUMMARY: The North Carolina Coastal Federation in coordination with the North Carolina Sea Grant are proposing a non-traditional authorization for the future development of 30 sites within coastal North Carolina. The proposed development will consist of various designs and combinations of rock sills, groins, and breakwaters, with marsh planting, intended to stabilize the adjacent shoreline. 1 FIELD INVESTIGATION REPORT: North Carolina Coastal Federation, c% Tracy Skrabal; North Carolina Sea Grant, C/o Spencer Rogers Page 2 9. NARRATIVE DESCRIPTION: The North Carolina Coastal Federation, in coordination with the North Carolina Sea Grant, is proposing to design and aid in the funding and installation of several shoreline stabilization projects for private individuals. These projects will be varying combinations of rock sills, groins, and breakwaters, with marsh planting and some fill placement. The intent is to show the success of these types of structures in protecting the shoreline from erosion. Long term, the agents (NCCF and NCSG) hope to monitor the various methods and their individual success rates, and devise conditions under which the North Carolina Coastal Resources Commission would create a General Permit to authorize these types of projects. There are General Permits currently that allow for breakwaters and groins, but they do not allow for the type and scope of development that the agents feel is necessary to effectively retard erosion. The agents are hoping for a General Permit that would encourage the use of these more passive erosion control measures, and discourage traditional bulkheads. This permit is being processed in a non-traditional manner. There are no specific designs proposed and no specific sites chosen currently. Therefore, there are no site characteristics or impacts that can be defined. The proposal will be described in very general terms. In the end, the NCCF and NCSG are hoping to be issued a blanket permit authorizing development of 30 non-specific structures, to be installed in Brunswick, New Hanover, Pender, Onslow, Carteret, Craven, Hyde, Pamlico, Beaufort, Dare, and Currituck counties. When a specific project is agreed upon by the agents, along with an individual property owner, who will then become the responsible applicant, a site specific design will be submitted. At this time, a field visit will be made, and an abbreviated field report will be circulated to the various review agencies for expedited scrutiny and comment. Final authorizations for specific projects will be issued from the DCM Raleigh office. The DCM will retain the authority to disallow a proposal found to be inconsistent with state guidelines. The agents hope to install the projects in the spring and summer of 2000. Included with this application are typical drawings, which show the type of information to be submitted for each specific proposal. Additionally, there is a descriptive sheet detailing the characteristics of each site, with regard to water quality, shellfish openings, etc. The current application should be reviewed with these sheets in mind, as they will be the only site specific information, submitted for each of the additional 30 sites. If the information is not adequate to enable the review agencies to conduct an abbreviated review of the proposals, the additional information should acknowledged at this time, to be added to the above sheets, or to be addressed in permit conditions. The future authorizations will be in the form of acknowledgment of project consistency with the permit conditions, and not in the form of 30 modifications to the permit. As specifically as possible, the proposals will include some forms of the following: Low profile stone sills are proposed, no more than 1' above the normal high water level, no more than 25' from the normal high water contour, with a 15' base, sloping to a 3' top width, underlain with filter cloth. Rock or wooden groins are proposed with an average length of 25', but varying, typically no more than 2 structures within 75' of shoreline, but varying. Breakwaters are NCCF & NCSG Page 3 proposed, with 1" gap per foot, and 5' "drop downs" or openings per 100' of structure. There may be adjacent bank sloping and planting, there will be marsh planting landward of the breakwater or sill projects, and there may be fill of this "planting zone" necessary to sustain the marsh. The agents have committed to including fill waterward of the normal high water contour on no more than 10 of the proposed sites, with no more than 100 square feet of any type of wetlands to be filled per site. No excavation is proposed. The following conditions have been offered by the NCCF and NCSG as permit conditions they feel they can meet with every proposal: (A) On shorelines without existing marsh grasses the centerline of breakwaters or sills be shall be positioned no more than 10 feet waterward of the waterward depth contour of locally growing marsh grasses or 25 feet waterward of the mean high water or normal water level, whichever is greater. On shorelines with existing marshes the centerline of the structures shall be positioned no more than 10 feet waterward of the waterward depth contour of locally growing marsh grasses or 10 feet waterward of the existing marsh at any point along the alignment of the structure, whichever is greater. For water bodies more narrow than 150 feet, the structures shall not be positioned offshore more than one sixth (116) the width of the waterbody. (B) If existing marsh grasses are not present on shoreline, additional grasses will be planted. The generic permit will only apply to projects that combine marshes with low profile structures. (C) Construction authorized by this permit will be limited to a maximum length of 500 feet. (D) Marsh breakwaters and sills shall be porous to allow water circulation through the structure. Wooden structures shall be constructed with a gap between each sheathing board averaging at least one inch of open area every linear foot of breakwater. Other vertical structures shall have equivalent open area for circulation. Stone or riprap structures shall leave open space between the individual stones for circulation. The sills or breakwaters shall have at least one five-foot drop-down or opening every 100 feet and maybe staggered and/or overlapped or left open as long as the five foot drop-down or separation between sections is maintained. Overlapping sections shall not overlap more than 10 feet. (E) The height of vertical breakwaters or sills shall not exceed six inches above mean high water or normal water level. The height of sloping stone or riprap structures shall not exceed one foot above mean high water or normal water level and the width of the structure on the bottom shall be no wider than 15 feet. (F) Construction shall be set back 15 feet from the adjoining property line and the riparian access dividing line unless a written waiver from the adjacent owner is provided. COMMENT.• DCM WILL MODIFY THIS LANGUAGE TO COMPLY WITH OTHER MAJOR PERMIT REQUIREMENTS. (G) Sills or breakwaters shall be marked at 50 foot intervals with yellow reflectors extending at least three feet above mean high water level. (H) No excavation of the shallow water bottom or any wetlands is authorized by this permit. (I) The breakwater or sill must be constructed of lumber, sheet piles, stone, clean concrete riprap, or other suitable materials approved by Division personnel. (J) The permittee will maintain the structure and planted marsh in good condition and in conformance with the terms and conditions of the permit or structure shall be removed within 90 days NCCF & NCSG Page 4 of notification from the Division of Coastal Management. (K) No more than 30 sites may be included in this generic permit. (L) No fill will be placed on submerged aquatic vegetation or productive shellfish beds. Prior to filling, shellfish may be considered for relocation to other sites using methods approved by the Division of Marine Fisheries and Environmental Health. No more than 100 square feet of existing wetlands shall be filled per project site. (M) Filling and grading may be considered above the mean high water line for upland planting if (L) above are met. (N) No more than 10 sites may be included in the generic permit which will place clean sand fill waterward of mean high water to establish proper depths prior to planting marsh grasses. Fill may be considered where existing shore line slopes do not allow for 20 feet of planted marsh. Seaward of the mean high water line, the fill shall be sloped to reflect the depth range of locally growing marsh grasses. (O) Stone or riprap material will be free of loose sediment or any pollutant. The structures must be of sufficient size stone, and slope to prevent its movement from the site by wave or current action. (P) Proposed projects will be initially reviewed and submitted by the NC Coastal Federation or NC Sea Grant acting as an agent for the property. owner. Each property owner will accept the responsibility to comply with the permit plans and conditions for that site by signing an individual permit. A 2 -page project description will be submitted for each site (see attached.). (Q) Each project constructed under this permit will be monitored with photography before construction, immediately following construction, quarterly for the first year, and annually for the duration of the permit or until DCM determines continued monitoring is not required. (R) Stone or riprap groins may also be included in this generic permit where intended to protect planted marshes. 10. ANTICIPATED IMPACTS: The impacts to be incurred from the 30 proposed projects cannot be defined as yet. It can be expected that there will be some turbidity increase with each proposal during construction, certainly more with the projects requiring fill. There will be an incorporation of public trust area, a loss of shallow bottom habitat, some shellfish impacts, potential impairment to the movement of organisms, possible alteration in circulation patterns, and a. loss of no more than 1000 square feet of wetlands. The hoped for positive impacts would be the restoration or creation of coastal marsh habitat, protection of the adjacent shorelines from erosion, and the creation of a General Permit to allow for these more passive erosion control structures.
