8. PROJECT SUMMARY: Applicant proposes to reconstruct a 813' X 16' ocean pier with a 48'
X 54' T-head at waterward end which were damaged beyond repair during the summer's hurricane
season.

The project site is located on the beachfront and adjacent to the Atlantic Ocean at 1411 East Beach Drive on Oak
Island. The tract is approximately three acres in size, divided into 13 lots elevated approximately eleven feet
above mean sea level. There is an existing ocean pier which was damaged by the recent hurricanes. A pier
house with restaurant and tackle shop and a motel also exist on the tract. The pier house and motel sustained
damage less than 50% of its value in the two hurricanes this summer and will probably receive an exemption for
repair and maintenance. However, the pier was damaged beyond 50% of its value and thus requires a major
permit for reconstruction.
The applicant is proposing to reconstruct the pier to the pre-hurricane dimensions of 813' X 16' with a 48' X 54'
T-head at the waterward end. The entire length of the structure will be 867 feet. The structure would also begin
at the same location as the pre-hurricane structure, approximately 362 feet from the adjacent property line on the
east and 272 feet from the property line on the west. The landward portion of the pier (approximately 304 feet)
was still in tact after the hurricanes, and may be structurally sound enough to forego replacement. However,
the applicant can not be certain until construction begins. Therefore, the applicant is proposing total replacement
if necessary. The structure would be formed of up to 60 foot pilings placed 16 feet apart. The pier would be
elevated approximately 23 to 28 feet above mean sea level and will terminate in approximately 20 to 25 feet of
water at mean low sea level.. There was no vegetation observed on the project site, neither did aerial photos
show any vegetation prior to the storms.
The project area is classified as Conservation in the Long Beach Land Use Plan. The Atlantic Ocean carries an
SB classification from the Division of Water Quality.
10. ANTICIPATED BRACTS
The pier and T-head will incorporate approximately 15,600 sq. ft. of open water. The applicant is proposing
no increase nor modifications in the size and dimensions of the structure, therefore, any increase in impacts
should occur only during construction and would be temporary in nature. Reconstruction of the pier would allow
continued public access and ocean pier fishing privileges for a beach community that has only three ocean fishing
piers, all of which have been severely damaged by recent storms.

5. ADDITIONAL INFORMATION
In addition to the completed application form, the
following items must be submitted:
• A copy of the deed (with state application only) or
other instrument under which the applicant claims title
to the affected properties. If the applicant is not
claiming to be the owner of said property, then
forward a copy of the deed or other instrument under
which the owner claims title, plus written permission
from the owner to carry out the project.
• An accurate, dated work plat (including plan view
and cross-sectional drawings) drawn to scale in black
ink on an 8 1/2" by II" white paper. (Refer to
Coastal Resources Commission Rule 7J.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

site. Include highway or secondary road (SR)
numbers, landmarks, and the like,
• A Stormwater Certification, if one is necessary.
• A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners and
signed return receipts as proof that such owners
have received a copy of the application and plats
by certified mail. Such landowners must be advised
that they have -30 days in which to submit comments
on the proposed project to the Division of Coastal
Management. Upon signing this form, the applicant
further certifies that such notice has been provided.

Environment, Health, and Natural Resources
(DEHNR) to cover the costs of processing the
application.
• A signed AEC hazard notice for projects in
oceanfront and inlet areas,

Environmental Policy Act (N.C.G.S. 113A - 1 to
10) If the project involves the expenditure of public
funds or use of public lands, attach a statement
documenting compliance with the North Carolina
Environmental Policy Act.
6. CERTIFICATION AND PERMISSION
