Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Site layout was designed to avoid jurisdictional waters on site. The area of disturbance necessary to improve the site has been reduced to the minimal extent possible in order to satisfy the purpose of the telecommunication tower and access road. To gain site access and transportation/ construction needs, one entrance is proposed along the southwestern portion of the site, adjacent to State Camp Road. Additionally, we looked at using an existing access road to the west of the site. However current property owner did not give permission to use the existing road for the proposed crossing. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Site construction was planned to avoid jurisdictional waters on site. Construction of gravel entrance drive has been reduced to the minimal extent possible in order to satisfy the purpose of the telecommunication tower and access road. To gain site access and transportation/construction needs, one entrance is proposed along the southwestern portion of the site, adjacent to State Camp road. 2.
