in a second existing basin.

Mr. Gary Mayo's property is located on US 264 adjacent to a manmade canal contiguous
to Rose Bay near the Rose Bay community in Hyde County, North Carolina.
The applicant owns a ±320 acre tract adjacent to the Swan Quarter National Wildlife Refuge
and a manmade canal which connects to Rose Bay. The property is bordered on the west side by
Rose Bay Marina, and to the north by US Highway 264. There is an existing crabhouse and
associated dock on the property. A boat is moored in the existing basin behind the crabhouse (Basin
B), and on the date of the site visit, a second boat was tied side-to to the dock to the west of the
crabhouse. There is a second basin (Basin A) approximately 210' down the canal from the crabhouse.
There are existing mooring pilings and a damaged dock in the basin.
The canal is approximately 100' wide and has an average depth of ±5' at normal water. The
existing basins are also ±5' deep. It is approximately 800' from Basin A to Rose Bay.
The area adjacent to the crabhouse is vegetated with various upland grasses, which continue
toward the water's edge. There is an opportunistic fringe of wetland vegetation along the canal
banks. There is an upland area adjacent to the canal that is approximately 215' long, and 90' wide.
This area is proposed for use as a spoil disposal area.
The project is located in an area classified as a Primary Nursery Area. The waters are
classified SA and are closed to shellfishing.
Project Description
The applicant proposes to enlarge Basin B and install a 6' wide x 155' long dock in the
enlarged basin. Mr. Mayo proposes to widen Basin B by 20'. As proposed, the final dimensions of
the basin will be ±50'x75'. The material removed during basin expansion will be deposited in the
adjacent upland area, and will be contained behind an earthen dike designed with 6" of freeboard He
also proposes to repair and replace an existing ±210' x 6' dock, four ±16'x2' catwalks, and 14
mooring pilings in Basin A. .
Anticipated impacts
The project as proposed will result in the excavation of 1,500 ftz of highground to enlarge
an existing basin, and filling of f 13,125 ftZ of highground as the spoil disposal area. Approximately
2,280 ftz of canal/basin bottom and shallow water habitat will be shaded by the docks and catwalks.
Installation of the proposed mooring pilings in Basin A will create slips for 9 vessels, and the
expansion of Basin B and installation of dock around its perimeter will create space that could be
used to moor two boats. The existing dock to the west of the crabhouse has historically been used
to moor boats. As proposed, the project will create mooring for more than 10 boats, and will
constitute a marina. Localized, short term turbidity increases will result from construction activities.

Marina on US 264 in Hyde County. Mr. Mayo would like to enlarge an existing private
252.328.1545 fax boat basin, spread the spoil on adjacent high ground, and construct a dock from the
existing dock around the excavated addition of the basin. In addition, he wishes to
reconstruct docks, catwalks, and mooring pilings that were damaged by recent
hurricanes in an existing boat basin some 210' downstream on the access canal.
Mr. Mayo proposes to enlarge his existing basin (behind building) by 20' (20'x75'). A 6'
wide (1' over the water) dock will surround the enlarged basin that will begin at the
existing dock and run around the new basin to the access canal. The spoil from the
excavation will be placed and spread on a 70'-75'x 175' site adjacent to the basin. The
fill material will add approximately 12" to the height of the existing ground level, and the
slope of the fill area will not be affected. Mr. Mayo will encompass the spoil area with an
earthen dike (6" above the proposed spoil elevation) and grass the entire spoil site with
Kentucky 31 fescue. No coastal wetlands are present at this site.
Approximately 210' downstream of the first basin lies another, larger basin. For many
years, it had the capacity to accommodate 8 mooring spaces, with the associated
catwalks and mooring pilings. It has gradually deteriorated to the point that, with this last
big storm, the structures have all but been removed. Mr. Mayo intends to reconstruct
these structures as they were initially constructed. The four salt treated catwalks will be
2'x15', and will rest approximately 2' above the NWL A 205' dock (6' wide) will
encompass the basin (1'over the land). The catwalks will attach to the dock (see
drawing). Treated mooring pilings (12" wide) will be placed 30' (maximum) from the
dock, and will be used between the catwalk structures.

In addition to the completed application form, the

• A copy of the deed (with state application only) or
other instrument under which the applicant claims title
to the affected properties. If the applicant is not
claiming to be the owner of said property, then
forward a copy of the deed or other instrument under
which the owner claims tide, plus written permission
from the owner to carry out the project.
• An accurate, dated work plat (including plan view
and cross-sectional drawings) drawn to scale in black
ink on an 8 1/2" by 11" white paper. (Refer to
Coastal Resources Commission Rule 7J.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

site. Include highway or secondary road (SR)
numbers, landmarks, and the like.

in a second existing basin.

Mr. Gary Mayo's property is located on US 264 adjacent to a manmade canal contiguous
to Rose Bay near the Rose Bay community in Hyde County, North Carolina.
The applicant owns a ±320 acre tract adjacent to the Swan Quarter National Wildlife Refuge
and a manmade canal which connects to Rose Bay. The property is bordered on the west side by
Rose Bay Marina, and to the north by US Highway 264. There is an existing crabhouse and
associated dock on the property. A boat is moored in the existing basin behind the crabhouse (Basin
B), and on the date of the site visit, a second boat was tied side-to to the dock to the west of the
crabhouse. There is a second basin (Basin A) approximately 210' down the canal from the crabhouse.
There are existing mooring pilings and a damaged dock in the basin.
The canal is approximately 100' wide and has an average depth of ±5' at normal water. The
existing basins are also ±5' deep. It is approximately 800' from Basin A to Rose Bay.
The area adjacent to the crabhouse is vegetated with various upland grasses, which continue
toward the water's edge. There is an opportunistic fringe of wetland vegetation along the canal
banks. There is an upland area adjacent to the canal that is approximately 215' long, and 90' wide.
This area is proposed for use as a spoil disposal area.
The project is located in an area classified as a Primary Nursery Area. The waters are
classified SA and are closed to shellfishing.
Project Description
The applicant proposes to enlarge Basin B and install a 6' wide x 155' long dock in the
enlarged basin. Mr. Mayo proposes to widen Basin B by 20'. As proposed, the final dimensions of
the basin will be ±50'05'. The material removed during basin expansion will be deposited in the
adjacent upland area, and will be contained behind an earthen dike designed with 6" of freeboard lie
also proposes to repair and replace an existing ±210' x 6' dock, four ±16'x2' catwalks, and 14
mooring pilings in Basin A. .
Anticipated impacts
The project as proposed will result in the excavation of 1,500 ft2 of highground to enlarge
an existing basin, and filling of ± 13,125 ft2 of highground as the spoil disposal area. Approximately
2,280 ft- of canalibasin bottom and shallow water habitat will be shaded by the docks and catwalks.
Installation of the proposed mooring pilings in Basin A will create slips for 9 vessels, and the
expansion of Basin B and installation of dock around its perimeter will create space that could be
used to moor two boats. The existing dock to the west of the crabhouse has historically been used
to moor boats. As proposed, the project will create mooring for more than 10 boats, and will
constitute a marina. Localized, short term turbidity increases will result from construction activities.
