BULL CHUTE - Post Contract IRT Site Visit

Site Visit Date: 01/21/2020
On January 21, 2020 the regulatory agencies, NCDMS staff, and members of the Clearwater
Mitigation Solutions team convened, on -site, at loam to review the 32.3 acre proposed Bull
Chute DMS mitigation site. Below is a list of attendees and general site visit notes.

Site Visit Notes:
- The IRT will require flow gauges to be installed in the upper one third of each channel that
exhibits questionable flow.
- The IRT expressed concern over the number of stream crossings/easement breaks within
the project. The provider will work to remove as many crossings as possible. In addition,
the IRT wanted some justification for 60-foot breaks in the easement at each crossing. This
justification will be outlined in the detailed mitigation plan.
- The upper reaches of UT 1 were depicted as Enhancement (Level II) from the origination
point to the convergence with UT 2. The IRT indicated that sections of UT 1 are more suited
for Enhancement (Level 1) work and credit, particularly within incised portions of the
channel. In addition, aggraded sections of the channel may be suitable for channel
development through (Enhancement Level I) measures.
- A small tributary joined the right bank of UT 1 approximately halfway down the channel.
This tributary will be included in the PJD review to determine jurisdiction and accounted for
in detailed planning if necessary.
- Another small tributary joined the left bank of UT 1 approximately 500 ft down the channel
from the aforementioned tributary. This tributary will also be included in the PJD review to
determine jurisdiction and accounted for in detailed planning if necessary.
- The mitigation approach in lower reaches of UT 1 was discussed and generally agreed
upon.
- UT 2 included the removal of a pond dam and Enhancement (Level II) throughout the entire
reach. Although the IRT liked the approach to UT 2, concern over channel development,
maintenance, and flow duration was indicated. The final approach to the reach shall be to
notch or remove the dam, fence livestock, and plant the reach. This will eliminate pollutant
discharges into Site. A flow gauge will be installed to ascertain flow duration within the
reach.

- Wetland rehabilitation adjacent to UT 3 (Left Bank in the Bull Chute) are more suitable for
Wetland Enhancement Credit due to the presence of vegetation.
- The mitigation approach in UT 3 mitigation was agreed upon by the IRT, with Stream
Enhancement (Level III) being credited at 7.5:1 (rather than 10:1).
- The mitigation approach in UT 4 Mitigation was agreed upon by the IRT.
- UT 4C will be included in the project; however, will not be credit generating.
- Wetland enhancement at the upper reaches of UT 4 (between and adjacent to UT-4A and
UT-4B) will be credited as wetland rehabilitation based on pollutant removal, livestock
removal, and revegetation. The IRT deemed this wetland area to be sufficiently impacted to
warrant wetland rehabilitation credit.
- The IRT asked that Clearwater confirm that all wetland assets were within the preliminary
easement boundary. Several small portions that were depicted outside will be included in
the final easement boundary. Only wetland areas that are included in the easement will
generate credit.
