PROJECT DESCRIPTION The existing marina facility is located at Carolina Beach State Park, in Carolina Beach, on Dow Road, off US Highway 421, in southern New Hanover County. The property is situated along the southern shoreline of Snow's Cut, near it's confluence with the Cape Fear River. The park consists of approximately 700 acres of wooded uplands, and includes facilities for camping, nature trails, and educational programs. The marina includes 40 wet slips, two boat ramps, a large parking area, and a marina/park office building. In 1987, State Permit # 95-87M was issued to expand the original boat basin, construct docks for 32 additional slips, and conduct maintenance dredging within the existing basin and access channel. In 1996, CAMA General Permit #16003-D was issued to clear a small shoaled area from the access channel. Currently the basin and access channel have shoaled to the point that navigation is difficult during low tide, and the Division of Parks and Recreation is seeking permit authorization to conduct maintenance dredging of the entire facility. The waters of Snow's Cut and this area of the Cape Fear River are classified SC, by the Division of Water Quality. The area is not designated as a Primary Nursery Area, by the N.C. Division of Marine Fisheries, and these waters are CLOSED to the harvest of shellfish. The State is proposing maintenance dredging of the existing access channel and boat basin. The dimensions of the basin are 400 feet long X 300 feet wide, and the access channel is 300 feet long X 50 feet wide. Both are proposed to be excavated to a depth of -8 feet mean sea level (MSL), or to a depth of -6 feet at mean,low water (MLW). Excavation of the basin and access channel would be accomplished by a hydraulic dredge. Excavated material would be pumped to an existing US Army Corps of Engineers spoil disposal island (Island #8 Upper Midnight Reach). The island is located in the Cape Fear River, approximately 1.5 miles to the southwest of the marina. There are existing dikes on the island, encompassing approximately 25 acres. ANTICIPATED IMPACTS The proposed dredging would result in the excavation of approximately 135,000 sq. ft. of shallow bottom. Short term increases in turbidity can be expected during dredging activity. The excavation of the basin and channel would create approximately 21,000 cubic yards of spoils material that would be paced in an existing, approved spoil disposal area. Submitted by: E. F. After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 3112. In addition, you should get any other federal, state or local permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control, Coastal Stormwater. Non-Discharge and Water Supply Watershed regulations. Also this approval will expire when the accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and send us a new application. If the property is sold, the new owner must be given a copy of this Certification and approval letter and is thereby responsible for complying with all conditions. If total wetland tills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the conditions listed in the attached certification. This approval shall expire when the corresponding Nationwide Permit expires or as otherwise provided in the General Certification.
