You have our approval, in accordance with the attached conditions and those listed below, to place fill material in 0.20 of
wetlands and 270 feet of streams at two crossings for the purpose of constructing two road crossings at Wilder's Ridge III
subdivision as you described in your application dated 26 October, 1999. After reviewing your application, we have decided that
this fill is covered by General Water Quality Certification Number 3103. This certification allows you to use Nationwide Permit
Number 14 when the Corps of Engineers issues it. This approval is also valid for the Neuse River buffer rules (15A NCAC 2B
.033). In addition, you should get any other federal, state or local permits before you go ahead with your project including (but not
limited to) Sediment and Erosion Control, Coastal Stormwater, Non-Discharge and Water Supply Watershed regulations. This
approval will expire when the accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your application except as modified below. If
you change your project, you must notify us and you may be required to send us a new application.. If the property is solo, the
new owner must be given a copy of this Certification and approval letter and is thereby responsible for complying with all
conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required
as described in 15A NCAC 2H .0506 (h) (6) and (7). This approval shall expire when the corresponding Nationwide Permit
expires or as otherwise provided in the General Certification. For this approval to be valid, you must follow the conditions listed
in the attached certification and any additional conditions listed below.

The Division of Water Quality has reviewed your submittal for a 404/401 Permit for subdivision
development at Brothers Way (Wilders Ridge H and I off Rand Road in Wake County. Your application was not
complete since a complete site plan was not included to allow us to check for cumulative impacts. Please provide
information regarding the location of your project. This information is needed by DWQ in order for us to decide
whether this project is approvable.
Please respond with three weeks of the date of this letter by sending us the appropriate information. If
we do not hear from you in three weeks, we will assume that you no longer want to pursue this project and we will
consider the project as withdrawn.
I can be reached at 919-733-9646 if you have any questions. Until this information is received, I will

The Division of Water Quality has reviewed your submittal for a 404/401 Permit for subdivision
development at Brothers Way (Wilders Ridge II and I off Rand Road in Wake County. Your application was not
complete since a complete site plan was not included to allow us to check for cumulative impacts. Please provide
information regarding the location of your project. This information is needed by DWQ in order for us to decide
whether this project is approvable.
Please respond with three weeks of the date of this letter by sending us the appropriate information. If
we do not hear from you in three weeks, we will assume that you no longer want to pursue this project and we will
consider the project as withdrawn.
I can be reached at 919-733-9646 if you have any questions. Until this information is received, I will
request (by copy of this letter) that the Corps of Engineers place this project on hold. Also, the project will be placed
on hold for our processing due to incomplete information (15A NCAC 2H .0507(a)(4)). Your processing time will
begin once we receive a complete application.

This project is referenced by the Raleigh Regional Office as NBRRO 99-154. It was determined that there
an two features on site that are at least intermittent streams and represented on the Wake County Soils Map,
and /or the USGS Map present on this property.
The Neuse River Basin: Nutrient Sensitive Waters Managerztent Strategy; Protection and Maintename of
X -Existing Riparian Areas, Administrative Code T15A:02B.0233 (NCAC 0233) states that water bodies that
are at least intermittent are subject to protection. The streams (features) have been delineated on the map
received by this Office on July 12, 1999.
Please be reminded that a FrreCConstruction Notification and the appropriate fee must be uwu:. itted and
