Union St., Suite A100 Morganton, NC 28680-3448 SUBJECT: Piedmont Natural Gas — Line 291 Pipeline Derating Project FEMA Floodplain Coordination Burke County, NC On behalf Piedmont Natural Gas (PNG), Pond is conducting an evaluation of potential impacts to natural resources for the proposed natural gas pipeline project located in Burke County, NC. Specifically, the project involves the installation of Line 291 and construction of adjacent access roads. The installation of the proposed natural gas pipeline would include clearing, grading, excavation (horizontal directional drilling in some cases), installation of the pipeline, and fully stabilizing all disturbed area with vegetation to preconstruction conditions. The project corridor is approximately 5,300 feet long with a limit of disturbance totaling approximately 18 acres southeast of Morganton, NC, immediately north of 1-40. Coordinates for the approximate western and eastern project limits are 35.727405,-81.658783 and 35.731622,-81.643785, respectively (Figure 1). Coordination with the US Army Corps of Engineers, US Fish and Wildlife Service, NC State Historic Preservation Office, NC DEQ Division of Water Quality, and NC DEQ Division of Energy, Mineral, and Land Resources is anticipated with this project as well. A portion of the project's bounds intersects a FEMA 100 Year Floodplain at its southern -most extent (Figure 2). The work proposed to be completed within the floodplain bounds includes the installation of the natural gas pipeline and associated underground structures (Line 291) as well as two construction laydown yards. The installation of the natural gas pipeline would require excavation, installation, and backfillinglgrading to preconstruction conditions and would not result in a rise in elevation of the existing floodplain. The northern laydown yard, which has served as a laydown yard for a previous unrelated project by another entity, has been previously graded to an elevation above the FEMA Floodplain elevation of approximately 1,061 feet above sea level. The use of both laydown yards will not result in expansion of their existing footprints and no additional fill in the undisturbed floodplain will occur. We do not anticipate any portion of the proposed project to result in a change in elevation of the FEMA Floodplain. As we approach the permitting phase of this project, we would like the input of the City of Morganton regarding any permitting implications regarding the work proposed within the FEMA floodplain.
