Narrative Description: The project site lies adjacent to Peletier Creek in the Morehead City area of Carteret County. The street address is 204-A, Roanoke Avenue, on the south shore of the city. This is a 1/2 acre residential property with an existing two-unit townhouse and dockage for the residents. The shoreline is stabilized with a traditional timber bulkhead. The Morehead City Land Use Plan Classification for this area of the city is Developed, with all AEC's classified as Conservation. Peletier Creek is not designated as Primary Nursery Area, and is closed to the taking of shellfish for consumption. The Water Quality Classification for the creek at this point is SB. At this location along the creek, the waterbody is approximately 340' in width, with an average water depth of -5' nlw at the project location. The property width along the shoreline is 1181. Municipal water and sewer services are utilized for the existing townhouse. The existing dock is 78' x 8' parallel to the shoreline with 3 finger piers, 22' x 4' each, and 17 mooring pilings. This configuration incorporates approximately 3744 sf of public trust area and comprises 5 slips. The proposal is to enlarge the main dock by 101411, 6' wide, to the north or upstream side of the docking facility. Two mooring pilings are proposed to create a 6" docking slip onto the existing 5 slips. A second part of this request is to place a 13' x 13' boatlift within an existing slip. This activity would take place in the third slip from the southern end of the dock. None of this portion of the proposal would take place outside of the existing project footprint. The project will terminate 16' from the adjacent riparian corridor. 10. Anticipated Impacts: As proposed, this project would add 62' of decked area to the existing 888 sf, for a total of 950 sf; one additional slip would result from the project; the 3744 sf of public trust area presently incorporated would increase by 496 sf for a total of 4240 sf; the boatlift within the existing slip could be permitted under General Permit .2000.
