From: Wylie, Robert R Sent: Monday, December 16, 2019 9:36 AM To: Moore, James <james.moore@ncdenr.gov> Cc: Khan, Zahid <zahid.khan@ncdenr.gov>; La Sala, Joseph Scott <Joseph.LaSala@duke-energy.com> Subject: Marshall Steam Station NCS000548 Elimination of SW004 James, Marshall Steam Station plans to abandon permitted stormwater outfall 004 by December 31, 2019. Duke Energy has recently submitted a storm water renewal application to DEQ for the industrial storm water permit. In closing this outfall once it is officially closed our plans are to request to modify the Industrial Storm Water permit and the recently filed application. If you have a preference please let me know. The plans for the abandonment are as described in the following. The outfall inlet is comprised of rip rap rock -lined catch basin that collects stormwater from a contained, grassed area (0.23 acre). Historical stormwater monitoring indicates that the outfall requires a high rainfall accumulation rate to discharge to Lake Norman and provides little benefit for drainage. Abandonment of this outfall will result in stormwater from this area gravity draining toward the station along the access road and drainage swale already in place. Outfall 004 closing will consist of removal of catch basin rock, placement of a concrete plug on the inlet pipe, placement and grading of clean fill soil in the catch basin area, and completion with seed and straw. The interior of the outlet pipe will also be permanently closed using a fitted pipe ca p. Once abandoned the storm water flow on the Lake Norman side of the road will be sheet flow to Lake Norman. If you have any questions please let me know. Thanks, Robert Wylie Duke Energy Corporation Permitting and Compliance, Carolinas 704 382-4669 (office) 704 562-8258 (cell) Robert.Wylie@duke-energy.com
