Pine Hall Brick Company — Multiple Mines
Rockingham & Stokes County
Dear Permit Holder:
On January 8, 2020, Brandon Wise and Zac Lentz, inspectors with the North Carolina
Department of Environmental Quality (NCDEQ) — Division of Energy, Minerals, and Land Resources,
met with Geoff Roberson at the facility located at 634 Lindsey Bridge Road in Madison, NC. The
purpose of this visit was to conduct a compliance inspection as part of NCDEQ's goal to inspect all
permitted facilities. This visit included the inspection of a total of seven mines of which six have
stormwater permits. Each of the inspections consisted of review of the Stormwater Pollution Prevention
Plan (SWPPP) and each of its components, review of the facility's outfalls, as well as the review of the
overall site conditions at each facility.
Permit:
These facilities have General Stormwater Permit NCG020213, NCG020214, NCG020217,
NCG020219, NCG020512, and NCG020682 to discharge stormwater from industrial activity associated
with mining and quarrying of non-metallic minerals (except fuel), mine excavation, processing, and
vehicle maintenance; along with authorized wastewater point source discharges from mining
operations under the National Pollutant Discharge Elimination System (NPDES). All current permits
were issued on October 1, 2015 and will expire on September 30, 2020.
Records/Reports:
All facilities are required to develop and maintain a SWPPP in accordance with Part II, Section A
of the permit. All qualitative and analytical monitoring records are required to be maintained with the
SWPPP for a minimum of five years. Under these permits, analytical monitoring is required under
current operating procedures. The facility records for all permitted sites are kept on hand at the main
office located at 634 Lindsey Bridge Road. Recent monitoring shows that there have been no
exceedances and regular sampling is being performed. The SWPPP for these facilities were very well put
together and each was site specific. The facility is required to maintain employee training records in
accordance with Part II, Section A, Item 6 of the permit. Current training records show employees
involved in the stormwater maintenance and sampling are trained annually and the SWPPPs are updated
on an annual basis.

Facility Site Review:
All facilities operate as mines for use in the making of brick/stone by Pine Hall Brick Company.
Each facilities conditions or issues will be described below.
NCG020213 — Dr. Martin Mine (79-17)
Facility primarily operates as a small sand mining operation. Currently there is one outfall
sampled at the northern point of the facility where an access road goes to a holding pond. This outfall is
recommended to be removed from sampling as there is no industrial activity feeding the pond. The main
mining activity is at the southern part of the facility near the Dan River. The sand is not mined from the
river; the sand is mined from a low area that fills up with deposition of water transported silt after flood
events. Stormwater in this area does not leave the site as it flows into the low pit and remains on site.
Overall there is very little industrial activity occurring at this mine so general housekeeping was good as a
majority of the property was still natural growth. Should mining begin at this property outside of the
small sand pit currently operating then sampling will be required.
NCG020214 — Young Webb Mine (79-04)
Facility is one of the primary mines for Pine Hall Brick Co. Facility is currently all cleared
however only a section at the northeastern side of the facility is actively being mined. All areas currently
subject to industrial activity drain to a single basin located on the eastern edge of the facility
approximately half way between the northern and southern edges of the facility. The outfall from this
basin should continue to be monitored and sampled during qualifying rain events. Outfalls at the southern
edge of the facility should remain visually monitored but until facility conditions change in a way that
subjects these basins and outfalls to industrial activity, it is recommended that sampling not be required.
Facility housekeeping at this site was very good as extra sediment pits had been installed in the mining
area to help reduce the amount of erosion and flow of sediment to the basins.
NCG02 0215 (rescinded) — Madison Pomona Mine (79-03�
Facility is the main operating location of Pine Hall Brick Co. This stormwater permit has been
rescinded as there is no mining activity occurring at this location, however there is still a mining permit
associated with the location. If mining activity is to begin at this location NCDEQ will require reapplying
for the NCG02 permit.
NCG020217 — Galloway Mine (79-199
Facility is smaller mine used typically in small amounts. The facility has two outfalls, one on the
western side of the access road that catches industrial activity from a storage area located in the center of
the facility where dirt is placed so it can be easily accessed. A second outfall is located in the northeast
corner of the facility where actual industrial activity occurs. The mining occurs in the northeast corner
and primarily drains back into the pit where dirt is removed from but also can drain to the basin where the
outfall is located. Facility has good housekeeping with multiple small sediment traps along the access
road to reduce erosion as is the same as many of the other mines operated by Pine Hall Brick Co.
NCG020219 — Chilton Van Noppen Mine (79-14)
Facility is one of the larger operations run by Pine Hall Brick Co. Facility has two separate
mining areas, an "upper" pit near the entrance and a "lower" pit near the south western corner of the
facility. Two outfalls are located at the upper pit where two basins discharge. These outfalls should
continue to be visually monitored however given that the upper pit is no longer in use and has good
permanent groundcover analytical sampling should not be required. The lower pit is an active mine that
has a single outfall that discharges from a large basin near the center of the facility. While on site it was
observed that a double walled fuel tank was being stored directly up gradient of the basin and outfall,
NCDEQ recommends that this be moved to ensure that if something were to happen the proper
countermeasures could be put in place prior to reaching the basin.
NCG020512 — Klutz Mine (85- ft
Facility is an active mine where the main industrial activity is occurring on the northern side of
the facility. A single basin catches stormwater at the western edge of the property near the center. The
majority of the facility that is not actively mined has good permanent groundcover helping reduce the
amount of erosion. It should be noted that during the inspection Pine Hall Brick mentioned potentially
expanding the size of the mine. Should that happen the facility will need to evaluate the potential for new
outfalls wherever the stormwater leaves the site.
NCG020680 — Pie Plant Mine (85-11)
Facility was not active at the time of the inspection. Facility is currently used as a hunting club
and shows no signs of clearing or potential industrial activity beginning. It should be noted that there are
no outfalls on this facility as of the time of this inspection. Upon speaking with Pine Hall Brick Co. there
does not appear to be any plans to begin work on this facility in the near future. Should mining begin at
this facility then it will need to be evaluated for potential outfalls.

NCG020215 (rescinded) — Drains to the Dan River class WS-IV; CA of the Roanoke
River basin.
NCG020217 — Drains to Little Beaver Island Creek class C of the Roanoke River basin.
NCG020219 — Drains to the Dan River class WS-V of the Roanoke River basin.
NCG020512 — Drains to the Dan River class WS-V of the Roanoke River basin.
NCG020680 — Drains to the Dan River classes WS-V & WS-IV of the Roanoke River
basin.
Please note that water classifications can change and protections can be put on the waters that
may require more stringent limits and potential penalties for exceedances.
Self -Monitoring Program:
This facility is required to provide qualitative and analytical monitoring twice annually. The
discharges from the facilities are expected to be properly maintained and monitored. At the time of the
inspection monitoring was being done at all facilities and all outfalls looked to be properly maintained.
Monthly inspections of the facilities are required to ensure the facilities are meeting the housekeeping
requirements in the permit. These requirements, in this case, are overshadowed by more frequent and
stringent Mining Health and Safety Administration inspections, so they were being completed at all
facilities.
There are no additional comments or changes to the currently operating permit. Please continue
to keep up the facility and monitor stormwater discharges. If you have any questions or need additional

Inspection Summary:
Facility inspected along with all other Pine Hall Brick Company mines. Facility is currently being used and has a section of
mining activity that runs along the eastern edge of the facility. This area all drains downgradient to a single pond located
about halfway down the eastern edge of the facility. Other parts of the facility discharge to other outfalls however these
areas do not contain industrial activity.

Comment: Facility has more than one outfall however only one outfall catches industrial activity. This is the
