REGAN Secretary LINDA CULPEPPER Director NORTH CAROLINA Environmental Quality September 10, 2019 Mr. Lee Pennington via Email Environmental and Finishing Manager A. B. Carter, Inc. P.O. Box 518 Gastonia, North Carolina 28052 Subject: Non -Discharge Permit Inspection A.B. Carter — Gastonia WWTF Wastewater Irrigation - Permit #WQ0004270 Gaston County Dear Mr. Pennington: Staff of the Mooresville Regional Office (MRO) conducted a compliance inspection in conjunction with the permit renewal on September 3rd, 2019, which included facility records, wastewater treatment, storage and irrigation sites. The MRO would like to thank you for your time during the inspection and quick attention to Items noted during the previous (2018) inspection: Emplacement of the lagoon water -level gauge, and adjustments to pH sampling, so analyses are now conducted within the 15-minute requirement. The following items were discussed while on -site and need to be addressed to meet overall program requirements: Pool grade chlorination tablets are insufficient for wastewater treatment. Only wastewater treatment grade tablets of Calcium Hypochlorite, delivering 65-70% Chlorine, should be utilized. Please consult with your tablet supplier for safety guidance on proper removal, disposal of the pool grade tablets and replacement with the wastewater treatment grade tablets. Per the attached documentation, it is unsafe to combine tablet types and unsafe to expose wetted pool tablets to the air. The analysis of Total Residual Chlorine requires NCDEQ field lab certification and approved calibration methods. Contact information for our state lab was emailed on September 4th, 2019, but is also noted below for convenience: https://deg.nc.gov/about/divisions/water- resou rces/water-resou rces-data/water-sciences-home-page/laboratory-certification- branch/field-lab-certification. You may also call 919-733-3908 and speak with either Todd Crawford (x251) or Beth Swanson (x259) for technical assistance. In addition, the email also recommended inquiring about pH field certification, as there is a potential with the permit renewal that pH monitoring will increase from 2x per year to at least once per application event, concurrent with the Total Residual Chlorine requirement. This permit is currently in the renewal process with our Central Office non -discharge permitting staff in Raleigh. Renewal specific questions may be directed to the assigned permit writer, Erickson.
