Reviewed facility's Stormwater Pollution Prevention Plan (SPPP) and available monitoring records. Although the SPPP is detailed and contains all the permit -required components, it has not been reviewed and updated on an annual basis since 2015 to contain documentation regarding; any significant spills or leaks, employee training, non-stormwater re -certification, or re-evaluation of the effectiveness of stormwater BMPs. Based on available monitoring records, the last recorded monitoring event was conducted in 2015. According to facility personnel, airport activities include fueling, aircraft maintenance and washing, but no de-icing operations. Observations were made of site conditions including fueling area/ASTs with secondary containment, wash area that drains to grassed area for infiltration, storm drains and the facility's two stormwater discharge outfalls. Facility personnel were informed that a Notice of Violation would be issued for failing to properly implement the SPPP and conduct semi-annual Qualitative Monitoring.
