Dear Ms. Stewart:
On January 15, 2020, Mike Lawyer, Environmental Program Consultant from the Fayetteville Regional Office of the
Division of Energy, Mineral and Land Resources (DEMLR), conducted a site inspection for the Harnett Regional Jetport
facility located at 615 Airport Road, Erwin, Harnett County, North Carolina. A copy of the Compliance Inspection Report is
enclosed for your review. Mr. Barry Blevins, Airport Administrator, and Ms: Natalie Pusser, Airport Manager with Warren
Aviation, were also present during the inspection and their time and assistance is greatly appreciated. The site visit and .
file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG150000 under
Certificate of Coverage NCG150061. Permit coverage authorizes the discharge of stormwater from the facility to receiving
waters designated as Cape Fear River and Thorntons Creek, class WS-IV waters in the Cape Fear River Basin.
As a result of the site inspection, the following permit conditions violations are noted
1) Stormwater Pollution Prevention Plan (SPPP)
The Stormwater Pollution Prevention Plan (SPPP) has not been updated as required nor properly implemented.
2) Qualitative Monitoring
Qualitative monitoring has not been conducted and recorded in accordance with permit requirements.

Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the
inspection.
Requested Response
You are asked to respond to this office, in writing, within 30 calendar days from receipt of this notice. Your written
response should include a reasonable explanation as to why the aforementioned violations have occurred as well as a
Plan of Action to prevent these violations from recurring.
Action Items
Review and update the facility's Stormwater Pollution Prevention Plan as needed and incorporate documentation
pertaining to the annual update requirements of the permit. Conduct and record Qualitative Monitoring per the conditions
of the permit.

Inspection Summary:
Met with Barry Blevins, Airport Administrator, and Natalie Pusser, Airport Manager with Warren Aviation. Reviewed facility's
Stormwater Pollution Prevention Plan (SPPP) and available monitoring records. Although the SPPP is detailed and contains
all the permit -required components, it has not been reviewed and updated on an annual basis since 2015 to contain
documentation regarding; any significant spills or leaks, employee training, non-stormwater re -certification, or re-evaluation
of the effectiveness of stormwater BMPs. Based on available monitoring records, the last recorded monitoring event was
conducted in 2015. According to facility personnel, airport activities include fueling, aircraft maintenance and washing, but no
de-icing operations. Observations were made of site conditions including fueling area/ASTs with secondary containment,
wash area that drains to grassed area for infiltration, storm drains and the facility's two stormwater discharge outfalls.
Facility personnel were informed that a Notice of Violation would be issued for failing to properly implement the SPPP and
conduct semi-annual Qualitative Monitoring.
