PROJECT SUMMARY: The applicant proposes to mechanically dredge a 15 ft wide by 1200 ft. long channel 6 ft. deep within an existing manmade canal. ELLIOTT CONSULTING October 15, 2009 Rocky Hock Campground Dredging Project - Project Narrative David Keith Harrell /Dirt Boys Company -Applicant Edenton, North Carolina `T ?'f1?'??iaE r? The Rocky Hock Campground Dredging Project is being undertaken by Mr. David Keith Harrell of Dirt Boys Company and Rocky Hock Campground, in order to clear out and maintain an existing 30-ft wide, 1200-ft long canal located near the Rocky Hock Campground off Tynchtown Road in the Rocky Hock community, 8 miles north of Edenton, NC, connecting the campground premises to the Chowan River. The original canal was dug in approximately 1945 to a maximum 6-ft depth, and has not been dredged for maintenance since its construction. This permit being submitted to CAMA is requesting permission to dredge out material that has fallen into the canal over the years and has collected on the bottom. At this time the average depth of the canal is 2.4-ft at Normal High Water, with a maximum depth 3.5-ft at the mouth of the canal. The majority of the canal, which runs through a swamp, is 1.5 to 2.5-ft deep before hitting the muck bottom, and is close to being completely clogged with sediment and muck. The canal was originally intended for use as an access to the river for fishermen and other boaters, and as drainage for the adjacent lands. Once Mr. Harrell receives his CAMA permit and is able to clean out the canal, it will again be available for use as an access to the Chowan River, and will be used by boaters and kayakers, occupants of the campground, and local families and residents. The following will describe the process and the means that the canal will be dredged. This document will also cover what actions have already been taken and completed. The Rocky Hock Campground has a 5-acre high, flat area of land located at the western edge of its property before that property drops into the swamp. Part of this area is currently being used as a paintball competition field, and is adjacent to the navigable head of the above canal. The paintball field is intended to be used as a spoil area for the sediment removed during the dredging operation. At this time, Mr. Harrell intends to build a minimum 4ft high solid sand berm around a 200-ft by 200-ft area on the paintball field to serve as a spoil deposit site, which will be located 100-ft from the head of the canal, and 75-ft from the nearest swamp and wetlands. There are two 75-ft wide portions of the high land that join the head of the canal that have been used for years as landings for the canal. All equipment and materials for dredging the canal will come overland to this area by an existing 0.4mi long access road leading from Tynchtown road. The 100-ft area between the head of the canal and the spoil area will serve as a staging and processing area for the dredging operation. A map is provided to show the paintball field, the measured spoil area, the road entering, and the canal connecting to Chowan River. For the dredging, Mr. Harrell has developed and constructed a small custom built floating mechanical dredge for use in narrow creeks and canals. The mechanical dredge consists of two pontoons below a platform, with a hydraulic arm that will scoop out muck and sediment from the canal. The removed muck and sediment will be placed into a 300-gallon round steel container located on one of several small floating barges located under or adjacent to the dredging platform, and the muck will not be deposited on the swampland adjacent to the canal. Once loaded, the barges will be floated to one of the landings at the head of the canal, where the containers will be lifted from the barge by excavator and carried to the spoil area 100ft from the canal. The containers will be unloaded once they are inside the spoil area, and the spoil will be spread out by front-end loader inside the berm area for drying out. All water and sediment will be contained within the berm area, and it is estimated that the spoil removed from this operation will increase the elevation inside the October 15, 2009 berm area 1.5 to 2.0-ft. Any water brought into the spoil area will be allowed to drain naturally down through the soil, and will not be allowed to overflow into the waters of the State. Mr. Harrell intends to excavate a 15-ft wide channel in the center of the canal, including the channel slopes, down to the canal's original 6-ft depth in the center. The sides of the excavated trench will have a 1:1 underwater slope, and the flat bottom of the channel in the center of the canal will be approximately 8-ft wide. An attached cross-section diagram of the planned channel is provided. Approximately 1800 cubic yards of muck and sediment will be removed from the canal and deposited in the 200-ft by 200-ft spoil area to a depth of approximately 1.5-ft. The hydraulic oil used on the dredge's boom arm will be of a type that is environmentally safe. A Submerged Aquatic Vegetation survey was performed on July 30, 2009 by Elliott Consulting to evaluate the aquatic vegetation in the canal. Samples of the vegetation were taken every fifty feet down the canal and cataloged, and then muck depths were measured. During the SAN' survey, it was found that the canal was filled from shore to shore with heavy presence of Carolina Fanwort (Cabomba caroliniana). The Fanwort was present in one solid mat for the entire length of the canal, up until within 100-ft of the mouth where the canal joins Chowan River. Carolina Fanwort is invasive in eastern North Carolina and provides little known direct food value for wildlife. All riparian landowners have been contacted and made aware of the proposed dredging project. The landowners were first contacted by certified mail on August 8, 2009 with information about the dredging project, which included maps and a narrative description of the project. A second certified mailing was sent out to allriparian landowners with maps, a narrative description of the project, and a copy of the full application package, including MP-1 and MP-2. No negative comments from any landowners have been received so far. The dredging area and spoil area will be well marked with WARNING and KEEP OUT signs, and the areas are only accessible by a private access path through Mr. Harrell's property.
