Mackie t `.Faounday Re: SOC'#EMC-WQ-81-43 Granite Falls, North -Carolina 'As you may know, the Town of-Cranite'Falls-received both EPA and State Clean Water Bond Grants in July, 1984, to aid in financing the upgrading and expansion of our wastewater treatment plant. In December,. 1984, we completed the preparation of_plans and specifications and are now awaiting approval to advertise the project for bids. The Town is currently operating the treatment plant under the provisions of'SOC #EMC-WQ-81-43. The SOC was originally issued in 1981 as we anticipated EPA (and State funding) for FY 82-83. As we have explained in previous correspondence, there was a mistake in our priority rating which delayed our funding -for two (2) years. As noted above, the Town has secured the necessary grant funding and we have committed monies from our reserves to cover the local share of the project. During this interim period while plans for the treatment plant improvements project were being designed, the Town was fortunate to have a roost desirable industry locate in Granite Falls and we need to supply the industry with water and sewer service. Accordingly, the Town -of Granite Falls wishes to :amend --its_.current ::SGC _by_ ,(1) revising the irrplemntation schedule to coincide with the schedule set forth in our EPA grant agreement and (2) requesting additional wastewater flow be allowed to discharge to'our collection system for treatment and dispoeal. In support of this request, you will find attached hereto a resolution by the Town indicating its commi.tnent to meeting the required effluent limits, regardless'of the availability of funding from other sources. Further, we propose -the following schedule be.included in the revised SOC for completing contruction of the project. MAR 2 ? 199 ` Mr. R. Paul Wilms Page 2 March 15, 1985 1. The project will be advertised and bids received on cr before July 1, 1985. 2. Construction will begin on or before September 30, 1985. 3. Construction will be completed on or before November ,30, 1986. 4. Plant will attain full compliance with effluent limits by February 28,1987. Lastly, we havelisted below the wastewater flows (and sources) anticipated within the above implementation period. 1. NEPTCO (New Industry); sanitary waste only. Initial 100 employees @ 30gpcd _ 3,000gpd. 2. Restaurant on Hwy. 321 (existing) = 2,000gpd. 3. NEPTCO (Additional - within 3 years); sanitary waste only. 200 employees @ 30gpcd = 6,0 Ogpd. 4. Residential growth on undeveloped lots with -existing service; 30 dwelling units @ 300gpd%unit = 9,O00gpd. 5. Sanitary waste from Commercial/Light Industrial site currently being developed on Hwy. 321. 100 employees @ 30gpcd = 3,000 gpd, TOTAL'FLOW ALLOWANCE REQUESTED = 23,000gpd. .In making this request., we understand the interim effluent limits cited -in the SOC (BODS = 40 mg/l-and TSS = 45 mg/1) will remain unchanged. E ..Wooten and - Company M RESOLUTION OF GOVERNING BODY TOWN OF GRANITE FALLS WHEREAS, the Town of Granite Falls endeavors to provide adequate wastewater collection and treatment facilities for the Town's service area, and WHEREAS., the Town.of Granite Falls -intends to provide sewer service to certain industrial sites.on U.S. Hwy 321, and, WHEREAS, the Town of Granite Falls has secured Federal and State . grant assistance to aid in the, expansion and upgrading of its wastewater treatmmnt plant. NOW THEREFORE BE IT RESOLVED by the Town Council of the -Town of Granite Falls that: 1. The Town shall provide the funds necessary for those improvements required at the wastewater treatment plant to.bring said plant into compliances .with the provision of the NPDES permit, regardless'of'the'availability of Federal and State financial assistance. 2. The Town shall apply to the Division of Environmental Management for an extension of the current .SOC in order to remain in compliance with the provisions of the NPDES permit until such time as the wastewater treatment improvements are. completed and the plant attains the desired operational efficiency.
