The North Carolina Ceriodaphnia chronic effluent bioassay proce- dure (North Carolina Chronic Bioassay Procedure - Revised 'February 1987) or subsequent versions. The effluent concentration at which there may be no observable inhibi- tion of reproduction or significant mortality is g1 (defined as treatment two in the North Carolina procedure document). The permit holder shall perform &),2r�eylj monitoring using this procedure to establish compliance with the permit ondition. The first test will be performed within thirty days from issuance of this permit. Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the month in which it was performed, using the appropriate parameter code. Additionally, DEM Form AT-1 (original) is to be sent to the following address: Attention: Technical Services Branch North Carolina Division of Environmental Management P.O. Box 27687 Raleigh, N.C. 27611 Test data shall be complete and accurate and include all supporting chemi- cal/physical measurements performed in association with the toxicity tests, as well as all dose/response data. Total residual chlorine must be measured and reported if chlorine is employed for disinfection of the waste stream. Should any test data from this monitoring requirement or tests per- formed by the North Carolina Division of Environmental Management indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited docu- ment, such as minimum control organism survival and appropriate environmen- tal controls, shall constitute an invalid test and will require immediate retesting. The previ- ous proposed NPDES permit limits sent to Construction Grants reflected the discharge point at the confluence of Honey Creek on Little Mountain Creek. The model was rerun at the revised location (0.55 mile upstream from Honey Creek) and predicted no further impact on the stream with the previously calculated BOD5 and NH3N limits. There will, however, be a change in the dissolved oxygen (DO) limit for the winter months. An addition of 2 mg/1 DO for 0.18 mgd and 5 mg/1 DO for 1.04 mgd will be needed at this new point for the winter months. Management 27611-7687 Subject: Proposed Wastewater Discharge Badin District, Stanly County Dear Mr. Clements: 1924.001 (34) Earlier this month I spoke with you and Ms. Carla Sanderson concerning discharge limits that would be required of the Greater Badin Water and Sewer District for the new treatment plant they intend to build replacing their two existing facilities. Your staff had been evaluating such limits based on requests from Ms. Stephanie Richardson for "flows of .180,000 gpd and 1.04 MGD". These discharge flows are appropriate for the two alternatives for which implementation may be possible. There appears to be, however, some confusion as to the point of discharge that would be applicable for. either. Initial investigations l.understand involve discharge to "Honey Creek", and subsequently discharge limits were computed based on a point where Honey Creek joins Little Mountain Creek. The actual point of discharge for which the Badin facilities have been designed and properties procured is about 0.55 miles upstream from that point of confluence, and directly into Little Mountain Creek about 1,250 feet downstream from where it crosses beneath NC 740. The attached sketch and table indicate the locations of the various discharges in the area.
