Minutes
A meeting was held to discuss the stormwater permitting for the U-5875 project. The overall approach to
the hydraulic design and stormwater permits was discussed. The specific designs at the buffered areas
were also discussed. The following items were discussed:
General Comments
1. The project is currently in the ROW Acquisition phase.
2. The hydraulic system was designed to treat the stormwater discharged to Jurisdictional areas using
swales to a length of 100 linear feet per 1 acres of additional impervious area due to roadway
construction, per the approved hydraulic design criteria.
3. DWR will require that 100 linear feet of swale treatment per 1 acre of total drainage area, where
reasonably possibly. SEPI will extend treatment swales where feasible to meet this requirement.
4. DWR requested that treatment requirements, treatment provided, existing drainage patterns,
reasons for treatment lengths less than requirements, and any other necessary explanation be
shown on the permit drawings. If this adds clutter, then it is acceptable to clearly reference
additional information on the permit drawings.
5. DWR confirmed it is acceptable to use the existing ditches as swale length if the velocity
requirements are met. This could include the use of permanent rock checks to reduce the
velocities.

Specific Areas Discussed
• Unnamed Tributary (Sta. 26+50) and downstream parcels
o Parcel17
■ The head ditch draining the farm field appears to meet the intent of the treatment
rules as the length of the swale is limited by the existing farm ditch.
o Parcel15
■ Treatment requirement length is met with current design. Show stream as
connecting to pipe inlet under Dickinson Blvd.
o Parcel13
■ Proposed swale length doesn't meet requirements. SEPI to investigate existing
swale outside of project limits to see if it meets design requirements for swales.

■ Existing swale is covered by roadway improvements. No treatment is feasible
here.
o Parcel
■ Existing outlet pipe is perched and has a blowhole. Proposed design shows rip rap
stabilization on the outlet. This is acceptable as long as rip rap is below mud line.
• Greens Mill Run (Sta. 64+00)
o Parcel28
• Swale treatment length does not meet requirements; it needs to be extended by
approximately 300'.
■ Alternatively, a wet pond could be used. It would need to be approximately 125'
x 250' in size. Division to coordinate with property owner to determine preferred
path.
o Parcel42
■ Swale treatment length does not meet requirements. It needs to be extended
several hundred feet. As long as treatment length is close to requirement length,
additional impacts to parcel 44 can be avoided.
o Parcel 35 & 36
■ Proposed drainage approach retains existing outlet. This meets requirements.
• North Fork Greens Mill Run (Sta. 127+50)
o Parcel70
• Swale treatment length does not meet requirements. It needs to be extended
about 40'.
■ It is possible to pipe the drainage through parcel 70 and extend the treatment
back station to get the requirement. SEPI will not do this approach unless directed
by Division.
o Parcel72
■ Swale treatment length does not meet requirements. It needs to be extended
about 5'.
o Parcel73
■ Swale treatment length does not meet requirements. It needs to be extended
about 120'.
■ SEPI to adjust ahead station ditch to treatment swale. Adjust pipe to outlet further
from buffer to get treatment.
