The following people were in attendance: Betty Ann Caldwell NCDOT - Division 2 Project Manager Jay Johnson NCDOT - Division 2 DEO Tom Steffens USACE Garcy Ward NCDWR Susan Westberry SEPI Andy Howell (via phone) SEPI The purpose of the meeting was to discuss how the U-5875 Allen Road project would be permitted. Following environmental studies and field verifications for the project in early 2017, a decision was made to permit the project using two separate NWP 14 to cover impacts to Greens Mill Run and North Fork Greens Mill Run. This was done to avoid the inclusion of the historic Noah Forbes, Sr. House (PT0047) in the permit area to eliminate the need for Section 106 consultation (see attached map). Now that drainage plans have been developed, there will be additional areas of impact requiring 401/404 permitting. SEPI requested a meeting with the USACE and NCDWR to review the draft permit drawings and determine how project permitting should proceed. Summary of Meeting Discussion: • Due to the extension of design area near the Dickinson Ave/Allen Road intersection, we are also now impacting additional resources at the southern end of the project (Sites 1, 2, and 3). Because the issue at Site 1 is existing, but will be made worse by the construction of the project, it was deemed necessary to address within the Allen Road project. • The changes do not increase drainage areas for any receiving features, but do increase the amount of impervious surface and thus, discharge within each drainage area. 5030 New Centre Drive i Suite B i Wilmington, NC i 28403 i Phone: 910.523.5715 Fax: 910.523.5716 1 sepiengineering.com i @SEPIengineers SE PI • Flow of water/discharge in the area of the Dickinson Ave Extension/Allen Rd intersection is unclear on current plans. SEPI to revise permit drawings to make drainage patterns within new and existing pipes more obvious. • Instead of using 2 NWP 14 permits, we will use a RGP 31 for minor widening. This permit allows for 500 linear feet of impact and 1 acre of wetland impact at each site/for each single resource. • Sites 1, 2, and 3 would be viewed as a single, complete project and would not trigger mitigation. These should be re -labeled and made into one site (Site 1). • Calculations for impacts to Sites 4 and 5 should be revised so as to remove any measurement of impact that falls within an existing culvert. Sites 4 and 5 will now be Sites 3 and 4. • A waiver will be needed for the channel relocation required at Site 4. It can be requested within the PCN (request for upstream channel modification leading to culvert). • Mitigation would only be required at Sites 4 and 5 if impact is above 150 linear feet (to be determined after impacts are recalculated as explained above). o Site 1- no mitigation o Sites 4 and 5 - 2:1, if required Changes to Permit Drawings: Permit drawings will need to be changed as follows: • Include more detail on drainage patterns near the impact areas (especially in the vicinity of Sites 1, 2, and 3) - detail where new pipes will connect into existing pipes and use arrows to show flow pattern and outfall locations. o This will be especially important on the Buffer Plan Set. We will also need to provide the stormwater management plan to illustrate details regarding buffers (treatment, etc). • Sites 1, 2, and 3 should be labeled Sites la, 1b, and 1c. • Site 4 will become Site 2, Site 5 = Site 3, Site 6 = Site 4 • For Sites 4 and 5, exclude the current culvert length from the impact total. We do not need to count linear feet of stream currently within a culvert as a new impact even if it is going into a new culvert. Only the linear footage of stream that will go from outside to inside a culvert should be counted as a culvert impact.
