FILTER CELL FILTER CELL FILTER CELL FILTER CELL FILTER CELL FILTER CELL C C POST AERATION LEGEND SUMMARY OF BLOWERS AND AIRLIFT PUMPS (REFER TO AIR FLOW SCHEMATIC) BLOWERS “A” (NEW) - FIVE PROVIDED, OPERATING ON VFD'S. EACH BLOWER HAS A MAXIMUM CAPACITY OF 687 SCFM, WHICH IS ADEQUATE FOR THE PROCESS REQUIREMENTS OF ONE 150,000 EXTENDED AERATION TREATMENT PLANT AND FOR THAT PLANT'S SCUM AIRLIFT REQUIREMENTS. TWO OF THESE BLOWERS WILL PROVIDE THE AIR SUPPLY FOR THE TWO 150,000 GPD PLANTS (PLANTS 1 AND 2). ONE OF THESE BLOWERS WILL PROVIDE THE AIR SUPPLY FOR THE EXISTING 100,000 GPD TREATMENT PLANT (PLANT 3) AERATION AND SLUDGE/SCUM AIRLIFT REQUIREMENTS, AND ONE WILL SUPPLY THE AERATION FOR THE 100,000 AND 56,000 GALLON SLUDGE HOLDING TANKS. THE AIR LINE SUPPLYING PLANT 3 WILL BE TAPPED TO SUPPLY THE AIR REQUIREMENTS OF THE WASTE SLUDGE AND WASTE SCUM AIRLIFTS. THE OPERATING SPEEDS OF THE BLOWERS MAY BE CONTROLLED BY DISSOLVED OXYGEN MEASUREMENTS IN THE AERATION BASINS, OR MANUALLY, AS DETERMINED BY THE OPERATOR. THE FIFTH BLOWER IS REDUNDANT, AND WILL NORMALLY BE ROTATED IN AND OUT OF SERVICE WITH THE OTHER FOUR BLOWERS TO EQUALIZE THE WEAR OF THE UNITS. THE PROPOSED PIPING AND VALVING CONFIGURATION WILL ALLOW ANY ONE BLOWER TO BE TAKEN OUT OF SERVICE FOR MAINTENANCE WITHOUT INTERRUPTION OF THE REQUIRED AIR SUPPLIES. BLOWERS “B” (NEW) - TWO PROVIDED, OPERATING ON VFD'S. EACH BLOWER HAS A MAXIMUM CAPACITY OF 55 SCFM, WHICH IS ADEQUATE FOR THE AIR SUPPLY REQUIREMENTS FOR BOTH OF THE RETURN SLUDGE AIRLIFTS FOR PLANTS 1 AND 2. HOWEVER, THE NORMAL OPERATING MODE WILL BE FOR EACH BLOWER TO PROVIDE THE AIR TO ONE AIRLIFT. IF ONE BLOWER REQUIRES MAINTENANCE, THE PIPING AND VALVING IS PROVIDED TO OPERATE BOTH AIRLIFTS WITH THE REMAINING BLOWER. BLOWERS “C” (NEW) - TWO PROVIDED, OPERATING ON VFD'S. EACH BLOWER HAS A MAXIMUM CAPACITY OF 162 SCFM, WHICH IS ADEQUATE FOR THE AIR SCOUR REQUIREMENTS OF ONE TERTIARY FILTER CELL, AND FOR THE AIR REQUIREMENTS OF THE POST AERATION CHAMBER (73 SCFM). ONE BLOWER WILL NORMALLY PROVIDE AIR TO THE POST AERATION CHAMBER. WHEN A FILTER AIR SCOUR IS REQUIRED, THE BLOWER CONTROLS WILL OPEN AND CLOSE TWO SOLENOID VALVES TO DIRECT THE AIR FLOW FROM THE OPERATING BLOWER TO THE FILTER REQUIRING THE AIR SCOUR, AND INCREASE THE BLOWER SPEED FOR THE 2-3 MINUTE AIR SCOUR. AT THE END OF THE SCOUR THE CONTROLS WILL REVERSE THE OPERATIONS AND THE BLOWER WILL RESUME SUPPLYING THE POST AERATION CHAMBER. NORMAL OPERATION WILL BE ONE BLOWER OPERATING, AND ONE BLOWER AS THE REDUNDANT STANDBY. THE BLOWERS WILL BE MANUALLY ALTERNATED TO EQUALIZE WEAR OF THE UNITS. BLOWERS “D” (EXISTING) - TWO CONSTANT SPEED BLOWERS, EACH RATED FOR 140 SCFM. BLOWERS PROVIDE THE MIXING AND AERATION REQUIREMENTS FOR THE EXISTING 100,000 GALLON FLOW EQUALIZATION BASIN. RETURN SLUDGE AIRLIFTS FOR PLANTS 1 AND 2 - THE NORMAL MODE OF OPERATION WILL HAVE EACH BLOWER “B” PROVIDING THE AIR TO ONE AIRLIFT. THE BLOWER CONTROLS WILL HAVE ADJUSTABLE “ON” AND “OFF” PERIODS, TO ALLOW THE OPERATOR TO HAVE DIFFERENT RETURN SLUDGE PUMPING RATES FROM EACH CLARIFIER, WHEN NECESSARY. THE OPERATOR WILL BE ABLE TO FURTHER CONTROL THE PUMPING RATES BY VARYING THE BLOWER SPEEDS. WASTE SLUDGE AIRLIFTS FOR PLANTS 1 AND 2 - THESE AIRLIFTS WILL WITHDRAW SLUDGE FROM THE PLANT 1 AND 2 CLARIFIERS. THE AIR SUPPLY TO THE AIRLIFTS WILL BE CONTROLLED BY SOLENOID VALVES WITH ADJUSTABLE “ON” AND “OFF” PERIODS. PLANT 3 (EXISTING) AIRLIFTS - THE RETURN SLUDGE AND SCUM AIRLIFTS IN THE EXISTING PLANT 3 CLARIFIER WILL BE SUPPLIED FROM THE PLANT 3 AIR SUPPLY. THE PUMPED SLUDGE CAN BE DIRECTED TO THE AERATION BASIN OR TO A WASTE SLUDGE HOLDING TANK BY MANUAL OPERATION OF EXISTING VALVES. SCUM AIRLIFTS FOR PLANTS 1 AND 2 - THE AIR SUPPLY FOR THE SCUM AIRLIFTS FOR CLARIFIERS 1 AND 2 WILL BE PROVIDED BY THE RESPECTIVE PLANT AIR SUPPLIES. THE AIR SUPPLY TO THE AIRLIFTS WILL BE CONTROLLED BY SOLENOID VALVES. WHEN THE SCUM COLLECTION ARM APPROACHES THE SCUM BEACH, THE ARM WILL CONTACT A LIMIT SWITCH, WHICH WILL THEN OPEN THE SOLENOID VALVE FOR AN ADJUSTABLE TIME PERIOD. THE SOLENOID VALVE WILL CLOSE AFTER THE TIMED PERIOD AND REMAIN CLOSED UNTIL THE NEXT REVOLUTION OF THE COLLECTION ARM. THE DISCHARGE PIPING OF EACH AIRLIFT WILL BE VALVED TO ALLOW THE OPERATOR TO MANUALLY DIRECT THE PUMPED SCUM TO EITHER THE PLANT OR TO THE WASTE SLUDGE HOLDING TANK. SCREENINGS ARE WASHED, COMPACTED, AND BAGGED, WITH THE BAGGED SCREENINGS COLLECTED IN A DUMPSTER FOR LANDFILL DISPOSAL. SCREEN CAN BE BYPASSED TO A MANUALLY CLEANED BAR RACK, IF MAINTENANCE IS REQUIRED FOR THE FINE SCREEN. GRIT REMOVAL SYSTEM (EXISTING) SYSTEM HAS AN AERATED GRIT CHAMBER, SIZED FOR A PEAK FLOW OF 695 GPM. GRIT IS WASHED AND CONVEYED TO A DISCHARGE CHUTE WITH A BAGGER, WITH THE BAGGED GRIT COLLECTED IN A DUMPSTER FOR LANDFILL DISPOSAL. FLOW EQUALIZATION BASIN (EXISTING) 100,000 GALLONS OF STORAGE VOLUME, WITH DIFFUSED AERATION SYSTEM SUPPLIED BY TWO EXISTING BLOWERS. THREE PUMPS PROVIDED, WITH TWO PUMPS REQUIRED TO PUMP THE DESIGN PEAK FLOW. EXISTING PUMP CONTROLS WILL BE REPLACED TO PROVIDE VARIABLE FREQUENCY DRIVES FOR THE PUMPS. THE PUMP SPEED WILL BE VARIED BY THE PUMP CONTROLS, AS REQUIRED TO MAINTAIN THE SETPOINT (CONSTANT) FLOWRATE SELECTED BY THE PLANT OPERATOR. FLOWRATE FEEDBACK TO BE PROVIDED BY 6-INCH MAGNETIC FLOWMETER. IF THE SETPOINT FLOW RATE IS EXCEEDED BY THE BASIN INFLOW FOR AN EXTENDED PERIOD OF TIME AND THE WASTEWATER RISES TO A HIGH LEVEL, THE CONTROLLER WILL THEN INCREASE THE PUMP SPEED TO LOWER THE WATER LEVEL. EXTENDED AERATION TREATMENT PLANTS FLOW FROM THE FE BASIN IS PUMPED TO A SPLITTER BOX THAT WILL DIVIDE THE FLOW PROPORTIONALLY BETWEEN THE TWO NEW 150,000 GPD TREATMENT PLANTS (PLANTS 1 AND 2) AND THE ONE EXISTING 100,000 GPD TREATMENT PLANT (PLANT 3). EACH PLANT HAS AN AERATION BASIN WITH 24 HOURS HYDRAULIC DETENTION TIME AT DESIGN FLOW. THE DESIGN PROCESS AIR REQUIREMENTS FOR ONE OF THE 150,000 GPD PLANTS IS 687 SCFM, WHICH INCLUDES 10% ADDITIONAL CAPACITY FOR ANY PEAK ORGANIC LOADS THAT MAY OCCUR. THE DESIGN PROCESS AIR REQUIREMENT FOR THE EXISTING 100,000 GPD PLANT IS 468 SCFM. THE PLANT BLOWERS WILL BE RATED FOR A PEAK FLOW OF 687 SCFM, AND WILL OPERATE ON VARIABLE FREQUENCY DRIVES. THE SPEED CONTROL FOR THE BLOWERS WILL BE FROM DISSOLVED OXYGEN METERS IN THE AERATION BASINS OR FROM MANUAL SPEED SELECTION BY THE OPERATOR. CLARIFIERS EACH CLARIFIER FOR PLANT 1 AND 2 HAS A DIAMETER OF 22 FEET AND A SIDE WATER DEPTH OF 11 FEET (IF STEEL TANK), OR 13 FEET (IF CONCRETE TANK). SURFACE OVERFLOW RATE IS 395 GPD/SF AT AVERAGE DAILY FLOW. SETTLED SLUDGE IS COLLECTED IN A CENTER SUMP BY MECHANICAL SCRAPERS, AND RETURNED TO THE AERATION CHAMBER BY AIR LIFT PUMP. SCUM IS REMOVED BY A SURFACE COLLECTION ARM AND BEACHING PLATE, PUMPED BY AIRLIFT, AND THEN DISCHARGED TO THE AERATION CHAMBER OR SLUDGE HOLDING TANK AS DETERMINED BY THE OPERATOR. TWO BLOWERS, OPERATING ON VARIABLE FREQUENCY DRIVES, PROVIDE THE AIR FOR THE RETURN SLUDGE AIRLIFTS PUMPS. THE AIR FOR THE SCUM AIRLIFT PUMPS IS PROVIDED BY THE PLANT BLOWERS. THE CLARIFIER FOR EXISTING PLANT 3 IS A DUAL HOPPER, RECTANGULAR CLARIFIER WITH A SURFACE OVERFLOW RATE OF 348 GPD/SF AT AVERAGE DAILY FLOW. THE SETTLED SLUDGE IS RETURNED TO THE AERATION BASIN VIA AN AIRLIFT PUMP, OR TO THE SLUDGE HOLDING TANK, DEPENDING ON THE POSITIONING OF MANUALLY OPERATED VALVES. THE SCUM FROM THE CLARIFIER IS RETURNED TO THE AERATION BASIN VIA AIRLIFT PUMP. THE AIR FOR THESE AIRLIFTS IS PROVIDED BY THE PLANT 3 BLOWER. FILTERS SIX DUAL MEDIA (SAND AND ANTHRACITE) FILTER CELLS ARE PROVIDED. EACH FILTER CELL HAS A SURFACE AREA OF 54 SQUARE FEET. IN ORDER TO ACCOMMODATE FUTURE EXPANSIONS OF THE CAPE WWTP WITH FILTERS OF THE SAME SIZE, THE SIX FILTER CELLS ARE RATED FOR AN AVERAGE DAILY FLOW OF 450,000 GPD, WITH A FILTRATION RATE OF 0.96 GALLONS PER MINUTE PER SQUARE FOOT (1.16 GPM/SF WITH ONE CELL IN BACKWASH). EACH CELL HAS A DEDICATED BACKWASH PUMP, SIZED TO DELIVER 810 GPM (15 GPM PER SQUARE FOOT FOR 10 MINUTES). EACH PAIR OF FILTER CELLS SHARE A COMMON CLEARWELL AND A COMMON MUDWELL. THE CLEARWELL HAS SUFFICIENT STORAGE VOLUME FOR ONE BACKWASH, BUT THE THREE CLEARWELLS ARE NORMALLY INTERCONNECTED TO PROVIDE MAXIMUM BACKWASH CAPABILITIES. SIMILARLY, EACH MUDWELL CAN STORE THE VOLUME FROM ONE BACKWASH, BUT THE THREE MUDWELLS ARE NORMALLY INTERCONNECTED. EACH MUDWELL HAS A PUMP THAT WILL RETURN THE BACKWASH WASTEWATER TO THE FLOW EQUALIZATION BASIN. EACH BACKWASH WILL BE PRECEDED BY AN AIR SCOUR OF 2 TO 3 MINUTES DURATION, AT A RATE OF 162 CFM (3 CFM OF AIR PER SQUARE FOOT OF FILTER SURFACE AREA). UV DISINFECTION SYSTEM TWO UV SYSTEMS ARE PROVIDED (IN SERIES), AND EACH IS DESIGNED TO PROVIDE THE REQUIRED LEVEL OF DISINFECTION AT PEAK FLOW. DESIGN IS BASED ON A PEAK FLOW RATE OF 1,000,000 GPD, 65% UV TRANSMITTANCE, AND 40 mJ/CM2 DOSE WITH AGED BULBS. DESIGN INCLUDES AUTOMATIC SWITCHOVER CONTROLS, TO ENERGIZE THE STANDBY SYSTEM IF A LOW UV INTENSITY IS DETECTED IN THE DUTY SYSTEM. EFFLUENT FLOW MEASUREMENT PRIMARY ELEMENT IS A 60° V-NOTCH WEIR. EFFLUENT FLOW METER WILL TOTALIZE FLOW, DISPLAY CURRENT FLOWRATE AND HEAD, AND INTERFACE WITH AUTOMATIC SAMPLER. POST AERATION CHAMBER POST AERATION CHAMBER HAS APPROXIMATELY 15 MINUTES OF DETENTION TIME FOR THE NPDES PERMITTED FLOW, TO ELEVATE THE EFFLUENT DISSOLVED OXYGEN TO THE LEVELS REQUIRED BY THE PERMIT. AERATION PROVIDED BY COARSE BUBBLE DIFFUSED AERATION, WITH THE AIR SOURCE BEING THE DUPLEX BLOWERS THAT ALSO SUPPLY AIR FOR THE FILTER AIR SCOURS.DIEHL & PHILLIPS, P.A.CONSULTING ENGINEERS - LIC. NO.
