All that you uncovered is correct. Apply for RGP 31, note somewhere that the Corps agreed that Sites 1,2,3,and 4 can
each be considered as a single and complete project. Permanent impacts are 176 feet of impacts = 352 of stream
mitigation.
I don't see any hang ups from my end unless there's something horribly wrong with the PCN. I'm equally as anxious as
you to get it off my desk.

Hey Tom,
The more I keep digging the more new information I find. Here is what I have uncovered and understand. Correct me if
I'm wrong.
-The project will be permitted under RGP 198200031.
-All sites shown in the permit drawings (1A, 1B, 1C, 2, 3, and 4) are jurisdictional and will be included in the permit
application.
- Only sites that require stream mitigation for permanent stream impacts are Sites 2 and 3.
- Only permanent impacts that require mitigation at Sites 2 and 3 are the length of stream placed in a new culvert (the
culvert extensions).
- Site 2 has 70 feet culvert extension. Site 3 has 106 feet culvert extension. Total permanent impact from culvert
extension is 176 feet. Total stream mitigation required is 352 feet.
If these statements are correct, I'm ready to submit the ePCN. If they are not correct, please correct me where I'm
wrong.
I cant speak for you but I'm anxious to get this one permitted.

Thanks again for the information. I want to be sure I understood everything we discussed and the information
contained in the email. Plus I have a few questions.
Each stream crossing is considered a single and complete project for NWP 14. Therefore, there are three federal permit
areas (sites 2, 3 and 4). These are the locations of Green Mill Run, SE and WB as identified in the NRTR. The streams at
Sites 1A, 113 and 1C (Site 1) were determined by the Corps to be jurisdictional, non-mitigable. A NWP is not needed Site
1. Why is a permit not needed for Site 1? Or is a permit needed but notification is not required because Site 1 is not a
special aquatic site?
Should a separate PCN be submitted for each federal permit area, three separate applications? If so, should the permit
drawings be revised to only show each separate site or can the current permit drawings be used and each site
referenced in the each PCN?
Since the permanent loss of stream function at each site is less than 150 feet, stream mitigation is not required by the
Corps.
Are there any changes that are needed on the permit drawings?

Are you aware of these attached documents? They may change how you are looking at the project.
To answer your questions:
Typically the mitigation requirement is for greater than 150 linear feet of stream impacts for a single and complete
project. On this project, the permanent stream loss is calculated by what additional length of pipe/culvert you are
connecting to the existing.

Thanks for your review of the permit drawings. I do have a question about mitigation requirements for NWP 14. 1 want
to be sure I'm interpreting the conditions correctly.
Is the mitigation requirement for stream losses of 150 linear feet per site or for the entire project? And is a "loss" only
the permanent function loss for the length within the culvert? Ultimate question is how much mitigation would be
required and how was it determined?
