Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project will provide sanitary sewer to property south of Four Oaks , it will include apprommately 2500 Ift of gravity sewer in a mostly wooded and pasture land corridor and approbmately 6200 Ift (including pump station) of force main will be installed along NC 96 south ROW, and boring under 1-95. The 6200 Ift section will be ran down the NC 96 right of way running on high ground not impacting streams or wetlands. The small area of the force main north of 1-95 will be installed in a wasting row crop farm field not impacting wetlands or jurisdictional streams. The 2500 Ift wooded and pasture corridor will impact jurisdictional wetlands, streams and stream buffers. The wetlands are mostly riparian wetlands eAsting along the streams. The sewer line construction area will be cleared by bull dozer, the riparian areas will be cleared only enough to install the sewer line and provide for construction traffic. The line will be dug and installed by track hoe. Immediately after instillation the riparian areas will be regraded to original contours and be stabilized. 4j. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Before the exact path of the gravity sewer line was decided, wetlands were delineated on both sides of the creek and based on this delineation the corridor was chosen to impact the least amount of wetlands. This was a major step. The permanent impact corridors for the stream impact was reduced from 30 feet wide to 20 feet wide at the stream crossings to reduce impact to the riparian area. The final permanent maintenance corridor is only 9 feet wide and is designed to be placed inside the 20 feet wide easement. Staging areas Will all be placed on high ground. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Care will be taken not to construct the stream crossings in periods of high stream flow and construction will not commence when rain is immanent. Pump around will be installed per the plan detail on creek crossings, no riparian area will be left uncovered, at the end of each work day the area will be stabilized with a temporary ground cover. 2. IPAC, NC Natural Heritage Red -cockaded Woodpecker The force main runs along a paved road mowed right of way with no trees involved. the gravity sewer line in in a bottom land mixed hardwood forest that was logged in the past. The bulk of the trees are mixed hardwood of red maple, sweet gum, privet a few pines are mixed in the trees but none would be considered old growth pines, in my opinion there woud be no affect because no habitat. Neuse River Waterdog- Our construction is outside the USF&W critical habitat, The Waterdog's habitat are 3rd and 4th order streams in clean water and are usually found in streams wider than 15 meters and 100 cm deep. Stream impact 2 and 3 are 1 st order streams and intermittent flow, The main stem, Stream 1, is a 2nd or 3rd order stream that runs through a large cow pasture where the cows have free access to the stream, the stream is polluted with animal waste and animal traffic. No habitat on this project for the Waterdog and no affect. Carolina Madtom-Our location is outside the USF&W critical habitat, "Carolina Madtoms prefer clean water with permanent flow and are not tolerant of siltation and turbidity. Crossing 1 & 2 are intermittent streams and are muddy, the main stem stream 1 runs through the cow pasture and is polluted with cow waste and traffic. No suitable habitat on this project and no affect. Yellow Lance -This species is most common in streams and rivers inhabiting sandy to coarse sandy areas and sometimes gravels, but does not appear to tolerate fine sediments. Elliptio lanceolata is dependent on clean, moderate flowing water with high dissolved oxygen content in riverine or larger creek environments (USFWS 2018). Historically, the most robust populations existed in creeks and rivers with excellent water quality, and no populations appear to be extant below pollution point sources or areas with increased nutrient loading (Alderman 2003, p.6). substrates. 2 of our crossings are on intermittent streams with sandy and muddy bottoms, the larger stream is polluted with animal waste. No habitat and no affect. Michaux's Sumac -The force main is along an often mowed maintained road right of way running on the edge of Four Oaks city limits, the gravity sewer runs through a cow pasture that is grazed and is found to be in a large open area. The gravity line also runs through riparian woodland that has a thick cover and is polluted with privet. There is no suitable habitat and no affect.
