Dear Mr. Gobble:
A letter of request for an Authorization to Construct (ATC) was received August 21, 1996 by
the Division of Water Quality (i)WQ) arid final plans for the subject facility have been reviewed and found
to be satisfactory. Authorization is hereby granted for the construction and installation of the proposed
modifications to the existing wastewater treatment system and all necessary appurtenances with discharge
of treated wastewater into the Tar River in the Tar-Pamlico River Basin. Specifically, this ATC allows the
construction of a by-pass/overflow line for tertiar'v filters to be used only during periods of high flow to
prevent overflows onto the ground.
This Authorization to Construct and Operate is issued in accordance with Part III, Paragraph B of
NPDES Permit No. NCO020231 issued April 1, 1995, and shall be subject to revocation unless the
wastewater treatment facilities are operated in accordance with the conditions and limitations specified in
Permit No. NC0020231. A copy of the approved plans shall be maintained on file by the Permittee for
the life of the facilitv.
The Raleigh Regional Office, telephone number 919/571-4700, shall be notified at least forty-eight
(48) hours in advance of operation of the installed facilities so that an in-place inspection can be made.
Such notification to the regional supervisor shall be made during the normal office hours from 8:00 a.m.
until 5:00 p.m, on Monday through Friday, excluding State Holidays.
Upon completion of construction and prior to operation of this permitted facility with additions, a
certification must be received from a professional engineer certifying that the additions have been installed
in accordance with the NPDES Permit, this Authorization to Construct and the approved plans. Mail the
Certification to the Permits and Engineering Unit, P.O. Box 29535, Raleigh, NC 27626-0535.
The sludge generated from this treatment facility must be disposed of in accordance with G.S. 143-
215.1 and in a manner approved by the North Carolina Division of Water Quality.

(ORC) of the wastewater treati_ ..it facilities:The operator must hold a c.,,tificate of the type and grade at
least equivalent to or greater than the classification assigned to the wastewater treatment facilities by the
Certification Commission. The Permittee must also employ a certified back-up operator of the appropriate
type and grade to comply with the conditions of Title 15A, Chapter.8A, .0202. The ORC of the facility
must visit each Class I facility at least weekly and each Class II, III, and IV facility at least daily, excluding
weekends and holidays, and must properly manage and document daily operation and maintenance of the
facility and must comply with all other conditions of Title 15A, Chapter 8A, .0202.
In the event that the facilities fail to perform satisfactorily, including the creation of nuisance
conditions, the Permittee shall take immediate corrective action, including those as may be required by this
Division, such as the construction of additional or replacement wastewater treatment or disposal facilities.
The Operational Agreement between the Permittee and the Environmental Management Commission
is incorporated herein by reference and is a condition of this Permit. Noncompliance with the terms of the
Operational Agreement shall subject the Permittee to all sanctions provided by G. S. 143-215.6 for
violation of or failure to act in accordance with the terms and conditions of this Permit.
Failure to abide by the requirements contained in this Authorization to Construct may subject the
Permittee to an enforcement action by the Division of Water Quality in accordance with North Carolina
General Statute 143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Pennittee from complying with
any and all statutes, rules, regulations, or ordinances which may be imposed by other government
agencies (local, state, and federal) which have jurisdiction.

Please accept this memorandum as the staff report for the subject
A to C request. I have reviewed the request and submitted
supporting information for the subject project . The Town of
Lousburg has submitted an A to C request to construct a
bypass/overflow of the existing tertiary filters to discharge into
the tertiary filter effluent trough. This bypass/overflow would be
upstream of the Parshall flume, UV system, and cascade aeration.
The Town says that this bypass/overflow is needed in case the
filters become clogged or during times of high flow to prevent
overflows onto the ground.
The RRO suggests that the bypass/overflow be routed back to the
head of the WWTF so that the wastewater going to the UV system will
be adequately treated. Also, on sheet G-1 of the plans , I am
unsure what the new piping is going into MH No. 7 .

In response to the review Comments of Mr. Randy Jones
•� of the DWQ Raleigh Regional Office dated December 9 ,
1996, please find enclosed responses from the Town of
Louisburg along with sampling data. As Mr. Tony
Arnold states, the effluent from the clarifiers meets
the NPDES limits should the tertiary filters overflow
ESTABLISHED1938 provided the overflow is routed through the w
disinfection system and the cascade aerator as
proposed. The enclosed sampling data for 12
different occasions supports this claim.
Also enclosed is a drawing showing the piping plan
for part of the treatment plant. Tieing the filter
overflow into manhole #7 is not an option since the
capacity of the 8-inch sewer is only 0 . 77 MGD which
is less than the plant capacity of 1. 375 MGD. To
route the overflow to the head of the plant would
5510 require piping to manhole #6 at a considerable cost.
MUNFORD ROAD The 15-inch sewer leaving manhole #6 has a capacity
of 2 . 3 MGD.

30398 Mr. Jones also had a question as to what the new
piping going into manhole 17 was. The existing line
PHONE that is being tapped is the scum force main coming
919/782-8300 from the scum pump station at the clarifiers and
FAX going to the digester. The connection going to the
manhole will allow wash down water from the scum
919/783-7642 troughs to be sent back to the head -of the plant
rather than to the digester when the maintenance

Subject : Town of Louisburg ' s Tertiary Filter Overflow
Mr. Jones,
This letter is in response to your memorandum dated December 9,
1995 concerning the Town of Louisburg request for approval of the
overflow piping on the tertiary sand filter at the wastewater
treatment plant. In the memorandum the Raleigh regional office
suggests that the overflow be routed back to the head of the
wastewater treatment plant in order for the effluent to be
adequately treated. Below I have addressed the reasons I feel
that the overflow should be routed to the filter effluent trough.

1) During heavy rainfall the town' s wwtp has to deal with an
additional amount of water due to inflow and infiltration. By
routing this water back to the influent pump station we are only
adding to the hydraulic overloading of the plant . If we run the
overflow piping to the tertiary filter effluent trough, this
treated water is then removed from the system.
2) The reason mentioned to route the wastewater back to the head
of the plant is for additional treatment . The water leaving the
effluent weirs of the clarifiers going to the tertiary filter is
well within all NPDES permit limits. The only additional
treatment this wastewater needs is disinfection by the UV system.
The effluent trough of the tertiary filter is ahead of the W
disinfection equipment .

3) If one or more cell (s) are down for repairs or if some
material clogs all three cells (which has happened once since the
wwtp can on line) of the tertiary filter during high flows, a
backup of treated wastewater occurs . The plant can only take this
condition for a short period of time before an overflow of a unit
will occur. The wwtp has no way at this time to remove this
water from the system. After calling some other wastewater
treatment plants, I have found that most have some type of bypass
for a emergency situation. If the tertiary filter was piped to
the influent pump station, water still could not be routed to the
W system for treatment and removal.
