Authorization to Construct
Town of Louisburg- Wastewater Treatment
Plant Effluent Line Replacement
Franklin County
Dear Mayor Allen:
A letter of request for Authorization to Construct was received May 20,
1986, by the Division and final plans and specifications for .the subject project
have been reviewed and found to be satisfactory. Authorization is hereby granted
for the construction of 520 lineal feet of 16--inch and 575 lineal feet of
15-inch effluent outfall to serve the Town of Louisburg's Wastewater Treatment
Facility located in Franklin County.
This Authorization to Construct is issued in accordance with Part III para-
graph C of NPDES Permit No. NCO020231 issued July 1, 1986, and shall be subject
to revocation unless the wastewater treatment facility are constructed in
accordance with the conditions and limitations specified in Permit No. NC0020231 .
The Permittee must employ a certified wastewater operator in accordance
with Part III paragraph D of the referenced permit.
The sludge generated from these treatment facilities must be disposed of
in accordance with G.S. 143.215.1 and in a manner approvable by the North
Carolina Division of Environmental Management.
The Raleigh Regional office, telephone number 919/733-5083, shall be
notified at least.:.twenty.-.four._(24.) _hours in advance of, backfilling_ of .the...in- ,.
.stalled subsurface filter system so that an in-place inspection can be made of
said system prior to backfilling. Such notification to the Regional Supervisor
shall be made during the normal office hours from 8:00 a.m. until 5:00 p.m.
on Monday through Friday, excluding State Holidays.

Before any construction begins, the Town shall obtain approval from the
Division of Land Resources for an erosion control plan. •
The Town shall provide written notification to the Raleigh Regional Office
within seven (7) days of draining the swamp where the effluent line passes,
so that the environmental damage of the existing leakage may be assessed.
