Dear Mayor Lewis:
A letter of request for an Authorization to Construct wns received October 6,
1987, by the Division and final plans and specifications for the subject facilities
have been reviewed and found to be satisfactory. Authorization is hereby granted for
the construction of improvements to an existing 0. 5 MGD wastewater treatment facility
consisting of a 70 GPM simplex pump station with back-up power and high water alarms,
100 linear feet of 2-inch force main, 1263 square feet of sludge drying beds and 118
linear feet of 12-inch gravity sewer.
This Authorization to Construct is issued in accordance with Part III paragraph B
of the NPDES Permit No. NCO020214 issued July 15, 1987, and Shall be subject to
revocation unless the wastewater treatment facilities are constructed in accordance
with the conditions and limitations specified in Permit No. NC002021.4.
The Permittee must employ a certified wastewater operator in nr_rordance with
Part III paragraph D of the referenced permit.
The sludge generated from these treatment facilities must he disposed of in
accordance with G. S. 143-215. 1 and in a manner npprovnble by I-ho North Carolina
Division of Environmental_ Management.
The Asheville Regional Office, telephone number 704/253-3341 , shall be notified
in advance of start-up of the subject additions so that an .i.n-pinr.e inspection can be
made of said additions prior to operation. Such notification to the Regional
Supervisor shall he made during normal office hours from. 8:00 n.m. until 5:00 p.m. on
Monday through Friday, excluding State Holidays..
In event the facilities fail to perform satisfactorily in me.eti.ng its NPDES
permit effluent limits, the permittee shall take such immediate corrective action as
may be required by this Division, including the r_onstrnrtion of ndditionnl wastewater
treatment and disposal facilities.

Upon completion of construction and prior to operntiou of this permitted •
facility, a certification must be received from a professional "npine.er certifying that
the permitted facility has been installed in nr.rordnnr_e with 1h- 'Ipprovrd plans and
specifications.
The sand media of the sludge drying beds must comply wiI.li flit, Divison's sand
specifications.
