Hamm Wastewater Superintendent,Town of Littleton P.O.Box 87 Littleton,North Carolina 27850 Subject: Recycle of Treated Effluent NPDES Permit NCO025691 Littleton WWTP Halifax County Dear Mr.Hamm: The Division of Water Quality has reviewed your January 17,2006 request to recycle effluent from the Littleton WWTP,which you sent following your November 2005 telephone conversation with Mike Templeton of our office.We regret the delay in responding;however,we just received your letter today. The Division of Water Quality finds your request to be satisfactory and hereby authorizes the Littleton WWTP to recycle treated effluent as described in your January 17 letter: • The Town of Littleton may recycle treated WWTP effluent solely for use in cleaning the interiors of the clarifier,grit chamber,degreaser,and oxidation ditch;and in a manner that keeps it within the confines of those treatment units. • The recycle system will withdraw effluent at a point downstream of the chlorine contact chamber and upstream of the flow measurement device. • The recycled effluent system must be fully segregated from the existing potable water system and clearly labeled as a non-potable water system. • The WWTP superintendent will ensure that all plant employees are trained in the proper use of the recycled effluent system and will limit access to the system by use of a lock and key. If the Town continues to recycle its effluent,we will add,any necessary conditions to the its permit, probably during the 2009 renewal. This letter is to request permission to recycle effluent wastewater to be used to clean the interior of the clarifier,grit chamber,degreaser and the oxidation ditch. This water will remain in the treatment system confinement walls of each listed area. This water will be used solely for the purpose of cleaning. The use of potable water for the cleaning of these areas becomes very expensive due to the fact that the Town of Littleton is a buy and resale potable water system. The entry point for the recycle of water will be at the end of the chlorine contact chamber prior to the flow measurement device. This system will not have any reservoir holding times,therefore will not require aay further treatment. The access to this system will be limited by Use of a lock and key and labeling of non-potable/wastewater will be visible at all times. Each employee will be made aware of the use of this recycled water and the limitations of the recycled water. The response from the DWQ and any consideration on this matter is greatly appreciated.
