Box 8969 Asheville, North Carolina 28807 SUBJECT: Buncombe County MSD Permit No. NC0024911 Authorization to Construct Wastewater Treatment Facilities EPA Project No. C370391-08 Buncombe County Dear Mr. Mull: The final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for modifications to the existing 40 MGD wastewater treatment facility to consist of the following items: A non-potable water supply system to consist of a raw water pump station and a 174 GPM non-potable water treatment system including flocculation dissolved air flotation sand filtration system, an alum storage tank, an alum feed pump, a polymer feed tank with an electric mixer and a polymer feed pump, dual non-potable water service pumps, and dual hydropneumatic tanks. A constant pressure water reuse pump station with three (3) 1,300 GPM turbine pumps, one (1) 200 GPM turbine pump and a flow meter with strainer. Modifications of the existing two (2) 100 foot diameter digestion tanks including removal of existing tops, existing piping, existing draft tubes; and installation of new per.th gas piping/mixing, new recircula- tion piping, two (2) new dual membrane reticulated dome tops; modifi- cation of existing digester control house including dual 25 Hp circu- lation pumps, dual water to sludge heat exchangers, and four (4) 200 SCFM positive displacement digester gas blowers; and a new 2,283 square foot generator (digester gas) building with four. A new sludge handling facility with 25,920 square foot heated building, to house two (2) 6,000 gallon bulk liquid polymer feed equipment; sludge dewatering equipme:ut with four (4) two-meter gravity belt thickeners, two (2) 240 GPM gravity belt thickened sludge pumps, three (3) two-meter belt filter presses, three (3) 70 GPM belt dewatered sludge pumps, two (2) two-meter ultra press filters, and two (2) dry cake positive displacement feed pumps, with a thermal converter system including dual preheat blowers, an air to air heat exchanger, dual fluidizing air blowers, a 17 foot diameter fluidizer bed thermal converter, venturi gas scrubber with dual scrubber ash pumps, sr_ 18 foot diameter ash thickener, dual 125 GPM thickened ash pumps, a building drainage/sidestream pump station with three (3) 825 GPM submersible pumps, the lime stabilization system including lime storage, a 10 foot diameter weight hopper, dual lime slakers, dual 150 GPM sludge grinder pumps, a 3,750 gallon lime mixing tank with a 7.5 Hp mixer and dual lime transfer pumps, three (3) lime slurry transfer pumps, z 14 foot diameter slurry stabilization and storage tank with 15 Hp mixer; a 600 KW steanc turbine generator system including boiler feedwater equipment, deaerating heater, waste heat boiler economizer and the steam turbine, associated yard pipe, electrical work and site wort:. Do not proceed with construction until the Authorization-to-Award package, EEO, and MBE documentation/certification have been reviewed, and you are in receipt of our approval, if Federal funding is desired for project construction. The permittee shall employ an actively St:,-te certified wastewater treatment plant operator to be in responsible charge of the wastewater treatment facilities. Such operator must hold a valid State Certificate of the grade at least equivalent to the classification assigned to the waste- water treatment facilities by the Certification Commission. When a new chief operator must be obtained to be in responsible charge of the new facilities, it is required that this be done by the time the construction of the facilities is 50i complete. The Authorization-to-Construct is issued in accordance with Part III, Paragraph C of NPDES Permit No. NC0024911, issued June 15 , 1989 and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the approved plans, specifications, and supporting documents; and are in compliancy: with the conditions and limitations specified in Permit No. NC0024911. This Authorization. to Construct does not imply approval- of the use of the existing sludge storage lagoon, as an ash storage lagoon. A separate submittal with all supporting documentation requesting permission to use the existing sludge storage lagoon as an ash storage/disposal lagoon must be presented for review and approval to the Water Quality Section of the Division of Environmental management prior to placing the thermal converter into operation. The permittee shall have an acceptable sludge analysis and a sludge E.P. to�:icity analysis which have been approved by the Division of Environ- mental Management, Water Quality Section prior to the disposal of any Sludge from the new wastewater treatment plant. Copies of the analyses, supporting documents, and approvals shall be submitted to the Division of Environmental Management's Asheville Regional Office. The sludge and or ash generated from these treatment facilities must be disposed of in accordance with G.S. 143-215. 1 and in a manner approved by the North Carolina Division of Environmental Management. The disposing, selling or free distribution of wet, dried, composted sludge or sludge-like materials from wastewater facilities without prior review and approval by this Division is illegal. During the construction of the proposed additions/modifications, the permittee shall continue to properly maintain and operate the existing wastewater treatment facilities at all times, and in such a manner, as necessary to comply with the effluent limits specified in the NPDES Permit. Tr, the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement wastewater treatment or disposal facilities. You are reminded that it is mandatory for the project to be constructed in accordance with the North Carolina Sedimentation Pollution. Control Act, and, when applicable, the North Carolina Dam Safety Act. in addition, the specifications must clearly state what the contractor's responsibilities shall be in complying with these Acts. One (1) set of final approved plans and specifications is to be forwarded to you, one (1) set to the Environmental Protection Agency (EPA) , and one (1) set to the Corps of Engineers. A copy of the approved plans and specifications shall be maintained or. file by the Owner for the life of the project. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from a Professional Engineer certifying that the permitted facility has been installed in accordance with the approved plans and specifications.
