MSD of Buncombe County
Wastewater Treatment Plant
(Segment II and III Expansion)
EPA Project No. C370391-08
Dear Mr. Mull:
The final plans and specifications for the subject project have been
reviewed and found to be satisfactory.
Authorization is hereby granted for the Segment II and Segment III
expansion and modifications to expand the capacity of the existing 25 MGD
wastewater treatment plant to 40 MGD by replacement of the existing
mechanically cleaned bar screens with two (2) new mechanically cleaned
bar screens with conveyor system, replacement of the existing raw
sewage pumps with three (3) variable speed sewage pumps, demolition
of the existing detritors to provide space for the new influent channel
to the primary rotating biological contactor (RBC) basin 1, modifying
all existing clarifiers and aeration basins to retrofit with a- total of
152 single stage RBC's, modifications to the existing blower system to
consist of the replacement of three (3) existing blowers with four (4)
new centrifugal multi-stage blowers (of which two (2) will be temporary
blower facilities) and including a new air filter system; three (3) new
variable speed recirculation pumps, replacement of three (3) existing
return sludge pumps with two (2) existing 1,400 gpm submersible pumps
relocated from the temporary final backwash transfer pump station approved
in Segment I expansion, new chlorine feed equipement, eight (8) sampling
duplex pumping systems with 50 gpm submersible pumps, emergency bypass,
system with flow monitoring and a 54" diversion gate value, new administration/
laboratory building, new service building, electrical unit substation,
associated yard piping, electrical work, and appurtenances.

Do not proceed with construction until the Authorization-to-Award
package, EEO, and MBE documentation/certification have been reviewed, and
you are in receipt of our approval if Federal Funding is desired for
project construction.
The permittee shall employ an actively State certified wastewater
treatment plant operator to be in responsible charge of the wastewater
treatment facilities. Such operator must hold a valid State certificate of
the grade at least equivalent to the classification assigned to the wastewater
treatment facilities by the Certification Commission. When a new chief
operator must be obtained to be in responsible charge of the new facilities,
it is required that this be done by the time the construction of the facili-
ties is 50% completed.
This Authorization-to-Construct is issued in accordance with Part III,
Paragraph C of NPDES Permit No. NCO024911 issued July 2, 1984,
and shall be subject to revocation unless the wastewater treatment facilities
are constructed in accordance with the approved plans, specifications, and
supporting documents; and are in compliance with the conditions and
limitations specified in Permit No. NC0024911.
The permittee shall obtain a sludge analysis and a sludge E.P. toxicity
analysis; and obtain approval of these analyses from the Division of
Health Services, Solid Waste Management Branch prior to the disposal of
any sludge from the new wastewater treatment plant. Copies of the
analyses, supporting documents, and approvals shall be submitted to the
Division of Environmental Management's Water Quality Section and the
Regional Office.
During the construction of the proposed additions/modifications,
the permittee shall continue to properly maintain and operate the
existing wastewater treatment facilities at all times, and in such
manner, as necessary to comply with the effluent limits specified in the
NPDES Permit.
You are reminded that it is mandatory for the project to be constructed in
accordance with the North Carolina Sedimentation Pollution Control Act and,
when applicable, the North Carolina Dam Safety Act. In addition, the
specifications must clearly state what the contractors responsibilities
shall be in complying with these acts.
The selling or free distribution of wet, dried, composted sludge or
sludge-like materials from wastewater facilities without prior review and
approval by this Division is illegal.
One (1) set of final approved plans and specifications is to be
forwarded to you, one (1) set to the Environmental Protection Agency (EPA),
and two (2) sets to the Corps of Engineers.
