-This discharge is located upstream from Tar River
Reservoir, a drink water supply for Rocky Mount.

C. Landfill : Prior the April 15, 1994 inspection of the
subject WWTP, the sludge from Spring Hope was takensto
the county landfill_ . Due to the RRO' s facility WWTP
inspection, it was determined that Spring Hope no
longer has the Coun_ty' s permission to dispose of
residuals in the landfill . Currently, Spring Hope has
contacted AMSCO (a contractor) about land applying
their sludge.

PART IV - EVALUATION AND RECOMMENDATIONS
This facility currently does not have a satisfactory sludge
disposal plan. Spring Hope, as per their inspection response
letter, is currently pursuing a residuals contractor.
Therefore, prior permit renewal , Permits and Engineering
should require the town of Spring Hope to submit an acceptable
sludge management plan. Pending approval of the sludge
management plan, the Raleigh Regional Office recommends renewal
of NPDES Permit No. NC 0020061 .
