PROJECT SUMMARY: The applicant proposes to construct a 10 slip commercial pier to provide docking
space for an existing campground.

PROJECT DESCRIPTION:
The project site is an existing campground located at 176 Old Ferry Road, adjacent to the New River, in Sneads
Ferry, in Onslow County. The property is located between the NC Highway 172 Bridge and Sneads Ferry
Marina Marina, which is also owned by Mr. Hinnant. A Field Investigation Report for a CAMA Major Permit
request by Mr. Hinnant for a Basin Expansion and construction of new slips at Sneads Ferry Marina is also
currently being circulated.
The property consists of a 3.58 acre tract of land currently utilized as a commercial campground. The
campground is served by septic tanks. Drinking water is provided by Onslow County Water System. The
property includes approximately 350 linear feet of shoreline along the New River. The property is directly
adjacent to the NC Highway 172 Bridge and includes a portion of the abandoned end of old Highway 172 which
is now Old Ferry Road. The area between Old Ferry Road and the Highway 172 Bridge is utilized as the grassed
campground area. The elevation of this area averages between 4 feet and 8 feet above mean sea level.
The Onslow County Land Use Plan classifies the upland areas of the project site as Limited Transition. The
waters of the New River are Classified SA by the Division of Water Quality. The area is not designated a
Primary Nursery Area by the Division of Marine Fisheries and is open to the harvesting of shellfish.
The applicant is proposing to construct a 10 slip pier and docking facility into the waters of the New River. The
pier would extend from the existing bulkhead, approximately 100 feet from the applicant's eastern property line.
The pier would measure 6 feet in width by approximately 225 feet -in length. At the waterward end of the pier,
the applicant is proposing a 25 feet wide by 46 feet long platform. Landward of the platform the applicant is
proposing four finger piers (2 on each side of the main pier) measuring 2 feet in width by 20 feet in length.
Together with 6 proposed mooring pilings, the structure would provide docking space for up to 10 vessels. The
structure would extend a total of 250 feet into the waters of the New River. The structure would be in line with
the adjacent marina fishing pier to the east and would terminate approximately 100 feet from the edge of the
Federal Channel. Water depths at the end of the structure and around the proposed slips would average from
between 6 and 7 feet at mean low water. The pier would be located approximately 400 feet from the mouth of
the entrance canal of the adjacent Sneads Ferry Marina.
10. ANTICIPATED IMPACTS:
The proposed pier and boat slips would result in the incorporation of approximately 4,140 sq. ft. of estuarine and
public trust waters. The platform and finger pier area would not exceed the current 4 square feet per linear feet
of shoreline length rule and can be constructed within the applicants area of riparian access. Short term increases
in turbidity can be expected during piling placement and excavation activities.
