On July 18, 2016, the City (Pilot Creek WWTP) received the signed Special Order by Consent by the Environmental Management Commision. This Order states Status Reports are due on the 111 day of Jan., April, July and October of every year until May 31, 2018 in the Scheduled Activity section, Section 2. (b). As you are aware, Steag Energy Services' is the only SIU that is known to release thallium into the City of Kings Mountain's collection system. According to permit #0032, issued by the City of Kings Mountain, Steag is to monitor thallium at their final discharge point monthly. Depending on the results obtained from an approved contracted laboratory, this monitoring frequency is subject to change. Pilot Creek will continue to monitor for thallium, as instructed on the Special Order by Consent, to obtain compliance with the formentioned consent. The following data has been obtained for thallium from Pilot Creek for comparrision to the monthly data received from Steag Energy Services: 8000 7000 6000 5000 — — - 4000 J 3000 i-- '3° 2000 1000 0 - March April May June July August Pilot Creek Steag Pilot Creek is continuously running the onsite belt press in order to reduce the amount of thallium in the effluent. Steag Energy informed the City that they will send the products that they believe contains the higher levels of thallium to their Charlotte facility. This should help reduce the amount of thallium in the effluent at Pilot Creek. The City of Kings Mountain will continue to work diligently toward the removal of thallium at the Pilot Creek WWTP through disposal (to the Cleveland County landfill) of sludge from the belt press. We have decided to have quarterly meetings with Steag to discuss steps they are making to reduce thallium in their effluent.
