Dear Jeanette,
The Town of Waynesville’s Phase II Stormwater Program was audited by NCDEQ on July 24 and 25,
2019. Several deficiencies were noted and we received a NOV on August 2, 2019. Several actions were or
are being taken to address the NOV.
1. The Board of Aldermen/women unanimously adopted a council resolution on September 10, 2019
declaring support for a compliant stormwater management program.
2. We will complete a self-audit of our facilities and program using DEQ’s standard audit report
template to ensure compliance. This will be completed by March 31, 2020.
3. The town contracted with Haywood Waterways Association to create a Stormwater Management Plan
that outlines our program and addresses the deficiencies noted in the audit. The draft Plan is being
created using DEQ’s SWMP template to ensure compliance and will be submitted to DEQ by
December 1, 2019. The final SWMP will be submitted within 30 days of receiving DEQ’s written
concurrence that the SWMP documents a compliant program; it will address any public comments
received as part of DEQ’s review process.
4. Also upon receipt of DEQ’s written concurrence, we will submit a stormwater permit renewal
application within 30 days.
We appreciate your support as we work through this process of bringing our stormwater program into
compliance. Clean water is a critical aspect of our community and we believe it is well worth protecting.
