We are returning your application for a discharge permit received on October 16, 2019. We have
determined that coverage under NCG210000 general permit is inappropriate for your facility.
With the presence of creosote in the railroad ties that are being processed at the facility, the
industrial activities on site fall outside the sampling and housekeeping requirements of an
NCG210000. Another permit is necessary to protect the water quality from stromwater run off from
your facility. We have determined NSSC - Southport Should apply for coverage under an
individual permit within 30 calendar days of the receipt of this letter.
