Restoration Systems (RS) provided a Draft Mitigation Banking Instrument (UMBI) and Draft Mitigation Plan to our office
in December 2019 for the RS French Broad 05: Blue Star Con -Gen Mitigation Site (SAW-2018-00707). With this email, we
are initiating the NCIRT review of these documents as outlined in Section 332.8(d)(6) of the Mitigation Rule. The Draft
Mitigation Plan, Draft UMBI and 60% design plans can be found on the RIBITs website at the following link:

Please select the arrow to the left of the Blue Star Con -Gen Draft Mitigation Plan folder and the documents will populate
for you to download/review. If you have any trouble accessing the link please let me know.
