the volume of wastewater & be permLtted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis

Erin,
Our firm has been contracted to prepare plans/applications and obtain site permits for a proposed Lowe's
anchored shopping center at the southeast quadrant of NC Hwy, 55 5 Ralph Stephens Road in Holly
Springs, NC to construct a 111,234 sf Lowe's retail facility and a 99,000 sf grocery building.
As part of the Town of Holly Springs' approval process, we were required to prepare a sanitary sewer study
to identify and quantify the project's impacts to the Town's sewer system. The referenced study, dated 07-
13-2018 and subsequently approved by the Town, assigned flow from the Lowe's building at 1,000 gpd
and from the grocery building at 22,000 gpd where both flows were based on historical flow data. From
conversation with NCDEQ Staff, it is our understanding that the estimated 23,000 gpd is of sufficient
proximity to the 23,993 gpd as derived from the 02T guidance.
In order for the project to be served with public sewer, the Town of Holly Springs' system will have to be
extended by 358 If of 8" sewer line which will carry the 23,000 GPD commercial sewer effluent from the
site.
As part of the project will include public sewer extension, we are pleased to make application to NCDEQ
for Fast Track Sewer System Extension approval and enumerated below are the items included with the
submittal:

On March 15,1995, the Division received your wastewater flow reduction request and supporting
documentation concerning wastewater flows associated with present residences within the Town of Holly
Springs. Your letter requested the Division allow the reduction of wastewater flows from 120 GPD per
bedroom as required in required by North Carolina Administrative Code to 255 GPD per household for
single family residential units. In support of your request, water consumption data and wastewater
information was supplied from households located in Holly Springs.
An evaluation was completed by the Division in accordance with 15A NCAC .02190)(3) using the
water consumption.data submitted, twelve (12) months of data starting from January 1994. The peak
month was determined to be January 1994 based on average wastewater generated per customer. Using
the upper 10% of the water consumption data for the month of January, eliminating industries, commercial
properties and several inaccurate residential readings, Division staff verified the flow rate of 255 GPD per
household.
1n view of the information submitted, the Division of Environmental Management hereby approves
the use of 255 GPD per single family residence in all applicable non -discharge permit applications for
future wastewater collection extensions which will be made tributary to the Town of Holly Springs
Wastewater Treatment Plant (Permit No. NCO063096). This consideration applies to any applicable future
projects submitted to this Division as well as any projects which are presently under review. Wastewater
flows presently tributary to the wastewater treatment facilities can be adjusted upon negotiations between
the Town of Holly Springs and the Raleigh Regional Office.

This letter is being sent to confirm our receipt of the review comments dated 1/ 14120. We have provided
below a summary of responses to these comments:
1. A cover letter/project narrative was not received as part of the application. Please refer to general
instruction B for the requirements.
In response, a cover letter has been provided.
2. Section VL 7 summary of wastewater generated by the project, the daily design flow provided
does not match the flows found in 02T.0114(F). Please explain.
Per subsequent communications with NCDEQ, it is our understanding that with the estimated
flow of 23,000 gpd Is reasonably close to the 23,993 gpd as derived from the 02T rules there
are no revised calculations needed.
3. Section V1.8 wastewater generated by project was not completed.
In response, an updated application has been provided that has the 23.000 GPD indicated
under Section VI.8.
Attached is one original and one copy of revised Fast Track application, one copy of the Sanitary Sewer
Study, and a cover letter.

We're looking at the flow calculations in this referenced project.
The DEQ Fast -Track Application as well as the NC Administrative Code require that the design flows in 15A NCAC 0114(c)
be used to estimate the design daily flow of a project.
• For the Lowe's, 1,000 GPD was proposed in the application. Using the 2T Rules and the SF that was provided, we
calculated 11,123 GPD (100 gal/1,000 sf)
• For the grocery store, 22,000 GPD was proposed in the application. Using the 2T Rules and the square footage
that was provided, we calculated 12,870 (130 gal/1,000 sf).
The flows for the separate facilities was vastly different from what was proposed on the application and what was
calculated using the 2T rules, but they total almost to the same number (23,000 vs. 23,993 GPD).
At this time, we plan to issue the permit for 23,000 GPD that was included in the application, but in the future, please
use the design flows in 15A NCAC 0114(c) on fast -track applications.
