PROJECT SUMMARY: The applicant proposes to replace 292-linear feet of wood bulkhead, replace a 112-foot long wood groin, construct a 112-foot long by 4-foot wide pier over groin, install a 40-foot long by 15-foot wide concrete boat ramp with gravel access, and construct a wood walkway around existing boatlift inside existing boathouse adjacent to a manmade canal and Little River on his property located at 1223 Little River Drive (SR 1226), Smalls Acres Subdivision, Pasquotank County. PROJECT SETTING The property is a 95,832 square foot (2.2-acre) lot located at 1223 Little River Drive (SR 1226), Smalls Acres Subdivision, in Pasquotank County and adjacent to a manmade canal and Little River. The property has an elevation of approximately five feet above normal water level (NWL) with a wood bulkhead shoreline. The property has primarily Lenoir very fine sandy loam (La) and Metapeake fine sandy loam (Mb). There were no Coastal or Section 404 Wetlands found on the property on January 24, 2007. There were no submerged aquatic vegetation (SAV) observed during the site visit; however, the time of year for SAV observation was not ideal. CAMA General Permit #A42108 was issued on June 30, 2005 for the construction of a "T" pier with 350 square feet in platforms extending 216-feet into Little River. CAMA General Permit #A46460 was issued on December 6, 2006 for an approximate 300-foot wood bulkhead replacement along the manmade canal to Little River and 100 cubic yards maintenance excavation from the canal, and the work has been completed. Other man-made features on the property include asingle-family dwelling with driveway and septic system, a paver walkway to the pier, a boathouse with lift in basin adjacent canal, and an outbuilding. A 112-foot long wood groin has existed near the mouth of the canal extending into Little River since at least 1984. The applicants have recently removed the majority of the groin and are seeking its replacement. Vegetation on the property includes primarily native lawn grasses and a few native landscape shrubs and trees. The riparian property owners have lots of similar type with existing single-family dwellings, bulkheads, and piers. The water depth adjacent the applicants' lot is - 2-feet to - 3-feet deep adjacent the bulkhead at NWL and gradually deepens to - 3.5-feet approximately 100-feet waterward of NWL into Little River. Reviews of available information suggest that there are no known archeological sites or geologic formations associated with the applicants' property. The waters of Little River in this area are classified as SC by the Division of Environmental Management and are closed to shellfish harvesting. DEVELOPMENT PROPOSAL The applicants propose to replace 292-feet of existing wood bulkhead 2-feet waterward of NWL with wood bulkhead adjacent Little River. The backfill for the bulkhead replacement will be clean, dry fill from an upland pit. The bulkhead will tie into adjoining bulkheads, no excavation will be required for bulkhead installation, and there is no erosion at the site due to existing bulkhead. The applicants propose to replace a 112-foot long by 1-foot wide wood groin with sheathing height at two-feet above NWL. The groin will be set back 34-feet from the riparian property to the south. The applicants also propose the construction of a 112-foot long by 4-foot wide pier on top of the proposed wood groin, with the groin sheathing being placed along its original alignment and on the southern set of .Nicholas and Nella Overman Field Investigation Report -~, Page 3 pilings for the pier structure. Inside the existing boathouse with a lift, the applicants are proposing two 30-foot long by 2-foot wide wood, elevated slatted walkways on either side of the lift and one 18-foot long by 4-foot wide wood, elevated slatted walkway over uplands at the head of the lift to form one contiguous "U" shape walkway around the lift. The applicants are proposing to extend a gravel driveway 80-foot long by 10-foot wide to a 40-foot long by 15-foot wide concrete boat ramp into Little River. The proposed ramp will extend 10-feet into Little River at -3.5-foot water depth. The bulkhead will extend 30-feet landward as wingwalls on both sides of the ramp to stabilize the ramp along uplands. ANTICIPATED IMPACTS The proposed bulkhead alignment with backfill will result in the filling of approximately 584 square feet of Public Trust Area (PTA), Estuarine Waters (EW) Area of Environmental Concern (AEC). Approximately 65 cubic yards of fill material will be placed below NWL for the backfill. Land disturbance for installation of the bulkhead tiebacks will occur over approximately 3,504 square feet on upland Estuarine Shoreline (ES) AEC. The proposed groin replacement will involve approximately 112 square feet of disturbance in the PTA, EW AEC. The pier over the groin and the walkway under the boathouse will result in 568 square feet of shading over PTA, EW AEC, and the boathouse is already shading 120 square feet of the shaded impact. . An additional 72 square feet of walkway under the boathouse will occur as shading over uplands in the ES AEC. The installation of the boat ramp will require 150 square feet (16.6 cubic yards) of fill in PTA, EW AEC. The ramp installation will result in 450 square feet of concrete fill and 800 square feet of rock driveway fill in the ES AEC. An additional 300 square feet of gravel fill will be placed outside the ES AEC for the ramp gravel driveway approach. The proposed ramp approach will increase the impervious lot coverage to approximately 10% impervious surface within the ES AEC on the applicants' property. Temporary water turbidity will occur during construction. The use of a filter cloth behind the bulkhead will minimize future erosion and turbidity. Submitted by: Kimberly A.
