Project Description: NCDOT Division 1 intends to widen a portion of SR 1329, Woodville Road, from
SR 1300, New Hope Road, to SR 1331, Red Bank Road. Existing right-of-way (ROW) along this portion
of SR 1329 is listed as ranging between 40 and 60 feet (very roughly between 12 and 18 meters). The
proposed improvements will expand the paved facility from 18 feet to 22 feet with 4-foot shoulders. This
wider travel facility is likely to require an expansion of ROW is some places; although ROW is not
expected to exceed 60 feet in any location. Additionally, the replacement of some drainage culverts and
ditch -line improvements is expected within the area of potential effects (APE). For the purpose of the
archaeological review, and APE that is 60 feet (nearly 18.3 meters) wide over the length of the estimated
4.3-mile (more than 6.92-kilometer) long project will be established. This APE would encompass
approximately 31.27 acres (nearly 12.66 hectares). This project was originally reviewed on June 15, 2016
as a state -funded project requiring a minimum -criteria checklist; the current review will be completed to a
federal standard.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
The initial review of the site maps and files archived at the North Carolina Office of State Archaeology
(OSA) was conducted on March 7, 2016. The site maps and files archived at OSA were revisited on
September 16, 2019. No previously identified archaeological sites are recorded within the proposed APE
and only one site (31PQ63) appears to have been recorded anywhere near the relevant portion of SR 1329.
An examination of the North Carolina State Historic Preservation Office HPOWEB GIS Service reveals
several historic properties in the vicinity of SR 1329. These properties include Stockton (PQ0008); the
Gregory House (PQ0079); the Eliza Pointer Clayton House (PQ0044); the James Watson Shannonhouse
House (PQ0218); the Watson White Store (PQ0296), the New Hope Methodist Church Cemetery
(PQ0147); the New Hope United Methodist Church (PQ0146); the Dr. Alfred Nixon House (PQ0165); the
Timothy M. Gregory House (PQ0081); the Eliza A. Goodman House (PQ0078); the Wellington K. Barclift
House (PQ0018); the Carver D. Barclift House (PQ0017); the New Hope School (PQ0145); the Wesleys
Chapel Methodist Episcopal Church (PQ0260); the Jim Perry House (PQ0182); The George Sumner House
(PQ-239); and another historic house (PQ0105).
Known cemeteries within a .5-mile radius of the proposed project (other than the New Hope Methodist
Church Cemetery) include: the Godfrey Cemetery, located immediately adjacent ROW for SR 1329; the
Stallings Cemetery; and the Winston Cemetery.

The Natural Resources Conservation Service Web Soil survey indicates that four soil types are present
within the proposed APE: Chapanoke silt loam (Ch); Chowan silt loam (CO); Perquimans silt loam (Pe)
and Roanoke silt loam (Ro).
No further archaeological investigations are required for the project within the corridor established as the
current APE. Should the project change to include a larger footprint than covered by the current APE,
further consultation will be necessary. In the unlikely event that archaeological remains are encountered
during the highway improvement project, work should cease in that area and the NCDOT Archaeology
Group should be notified immediately.
This project falls within a North Carolina county in which the following federally recognized Tribe(s) have
expressed an interest: Catawba Indian Nation. It is recommended that you contact each federal agency
involved with your project to determine their Section 106 Tribal consultation requirements.
Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
As noted in the 2016 review of the project, while there are no previously recorded archaeological sites
within a .5-mile radius of the current APE, a number of historic properties do fall within that radius.
Nevertheless, the project as currently proposed is unlikely to have any impact on significant historic or
archaeological resources.
The current undertaking appears to involve a relatively small footprint that will largely fall within the
existing disturbed ROW. An investigation of a similar project in a relatively close portion of Perquimans
County was conducted in April 2012 (PA No. 11-12-0019). The reconnaissance survey associated with
that project observed conditions similar to those that appear to be present in the current APE: largely
agricultural areas that have had to be drained in some areas. Even in areas that have not been severely
disturbed by the highway facility and associated ditch -lines, archaeological resources appear to be
unlikely.
The only location where extra care should be taken is in the vicinity of the Godfrey Cemetery, where an
expansion of APE might encroach upon the cemetery. Currently, aerial photography suggests that
interments are clustered away from the roadway on the west side of the cemetery and impacts are not
expected. It is recommended that this cemetery be avoided.
