Morgan Creek, which historically formed a meander around the west, north, and east sides of the WWTP, has been forming a new bypass channel south of the WWTP. The bypass, which now carries most of the stream's low flow, is 1/3 the length of the old channel, and therefore 3 times as steep in gradient. As the bypass continues to downcut, Morgan Creek will lose about 2,600 feet (3,900 feet old channel length minus 1,300 feet new bypass channel length), and the WWTP is losing much-needed land for new treatment facilities. OWASA has contracted us, with the assistance of Skelly & Loy, to investigate options for stabilizing Morgan Creek, and possibly filling in the bypass channel, thus restoring the original flow pattern. We're scheduling a site visit and meeting with OWASA at the WWTP for sometime between May 14 and May 24. We'd like representatives from COE and DWQ to attend, to see the situation and discuss design and permitting options. I'll send you each a location map, topo map of the WWTP area, and our wetland delineation map of the bypass area.
