As I previously mentioned, I will not be able to attend the February 20 Merger Team meeting. However, I
have reviewed the meeting packet and other available information. My biggest concern are potential effects
to the Red -cockaded Woodpecker (RCW) foraging habitat partitions aligned along the project. I believe that
the USFWS would be agreeable to what NCDOT is proposing, with the exception of what is proposed for
Section No. 7. NCDOT has proposed to eliminate the North Alternative. The North Alternative appears to be
somewhat better for RCWs in Section No. 7 for RCW Partition MCCA 2, as opposed to the South
Alternative. My preference would be to keep both alternatives for Section No. 7 for additional study at this
time. Having said that, it appears that neither alternative will result in incidental take of RCWs. So, ultimately
we may be able to drop the North Alternative if there is a compelling reason.
I'm basing my comments off of information found in the "Red -cockaded Woodpecker Alternatives Analysis..."
dated October 11, 2018. The Appendix A, Table 2 comparison of impacts in the meeting packet was
somewhat confusing with regard to RCWs. The column that lists the area within a foraging habitat partition
does not necessarily equate to actual suitable or potentially suitable habitat removed. Some of the project
footprint within the foraging partitions is non -habitat. However, I found the data I needed in the RCW
alternatives analysis.
Assuming the Merger Team reaches concurrence, I can sign at a later date. Perhaps you could use DocuSign.
