Maintenance dredging would also be performed for improved boat launching and retrieval operations for the 292 dry slips and 23 wet slips. Calabash Marina January 8, 2020 9. PROJECT DESCRIPTION The proposed project is located on a developed piece of land in a waterfront residential/commercial area of Calabash, Brunswick County, NC. The property is on the mainland side of the AIW W along the Calabash River in the southwestern portion of the county. The site can be reached by traveling NC HWY 17S towards South Carolina. Turn south onto HWY 179 at Calabash and follow the road into town. Just past the intersection of HWY 179 and Thomasboro Road, make a right turn onto Riverview Drive. Proceed south towards the river and begin to round the curve. To the north of Riverview Drive is the remains of the existing dry stack racks and to the south of the road is the remains of an old drop basin and pilings from a non -conforming ships store and restaurant. The total project area is approximately 5.5 acres. High ground elevations range from 3' to 15' above MHW and slope from the existing dry stacks down to the Calabash River. Vegetation on the upland portions of the tract includes typical coastal -plain tree species. High ground soils consist of fine sands transitioning to silty clay loam at the tidal flats. Salt Meadow cordgrass (Spartina alternii fora) is the predominant coastal wetland species in the project area. The application states the project site has 522 linear feet of shoreline with 228 feet stabilized by bulkhead. The tract is zoned Commercial, although the area is a mix of residential and commercial uses. The Division of Coastal Management has agreed the project site meets the criteria for the urban waterfront designation. Currently, the project site includes dry stack storage racks, a concrete fork lift ramp, multiple floating docks, an uncovered fixed platform, pilings from a non -conforming ships store/restaurant, and a bulkhead. Calabash Marina began business in the early 1970's and also operated as a ships store/fish house/restaurant for 29 years until it fell into deterioration upon the death of the owner in 2000. The title then reverted to Edward Phelps and Lynn High. Mr. Phelps received a major permit (# 74-05) on May l Oth, 2005 to replace the non -conforming structure, construct a 5-slip docking facility, and perform maintenance dredging. Prior to the start of re -development, Calabash Marina & Fish House Major permit 474-05 was transferred to Jimmy F. & Jo Mingus Moore on February 5a, 2006. On July 14ih, 2008, a minor modification was approved for major permit 4 74-05 tr. include the addition of a handicap access ramp. In 2009, the deteriorating building was removed to make way for the replacement structure and new pilings were driven. A 5' x 90' access pier, 8' x 19' "L" head floating dock, a 5' x 58' spine, and 2 finger piers (9'x 18' & 4' x 20') were built to the south of the newly driven pilings. However, the economic downturn of 2008 put the project on hold and the permit was issued a renewal on January 2"a 2009. The project sat idle for another year and the permit expiration was extended from December 31 St, 2010 to December 31 st, 2014 in accordance with the session law. An extension was once again requested on October 24t", 2014 however, upon review by DCM, it was determined the project did not qualify for a development period extension and it expired on December 31", 2014. The waters of Calabash River (adjacent to the project site) are classified SA by the North Carolina Division of Water Resources. They ARE NOT designated as a Primary Nursery Area (PNA) by the North Carolina Division of Marine Fisheries, and they are NOT OPEN to the harvest of shellfish. Based on visual observations made by DCM staff during the August 2019 site visit, there appears to be NO Submerged Aquatic Vegetation (SAV) in the surrounding area. Water depths in the vicinity of the existing facility range from -0.5' to-10.5', relative to mean low water (MLW). Calabash Marina January 8, 2020 PROPOSED PROJECT The applicant proposes to redevelop and expand the existing site with the addition of a new 292 slip dry stack, a bathroom building, storage buildings, parking area, forklift travel improvements, a ships store, fuel dispensing site, elevated pier walkways, covered decking, expansion of the floating staging dock systems, and the refacing of an existing bulkhead. Maintenance dredging would also be performed for improved boat launching and retrieval operations for the 292 dry slips and 23 wet slips. The applicant proposes to convert the existing dry stack storage area located north of Riverview Drive into approximately 23,000 ft2 of parking and storage buildings. The town of Calabash has approved the permanent closure of a section of Riverview Drive that would provide right-of-way access from the north parking lot down to the marina. The town has approved the construction of a cul-de-sac at each end of Riverview Drive. From Riverview Drive south, the applicant proposes a mixture of covered and uncovered dry stack racks (292 dry slips) totaling approximately 19,000 ft2, an approximately 5,000 ft2 parking lot, 15' x 20' bathroom, 15' x 40' ships store, an above ground fuel tank and containment basin, and 2 fuel dispensing locations. The applicant proposes to use a variety of impervious materials including concrete, asphalt, marl, and gravel around all of the storage buildings and the 3 dry stack racks. The applicant also proposes to remove an existing retaining wall on the west side of the forklift travel way and expand the concrete pad from 17' to 24' at the south end of the ramp for improved maneuverability. The applicant proposes to cover 28% of the tract within the 75' AEC with impervious and/or built -upon surfaces. 54% of the entire tract is proposed to be covered by impervious and/or built - upon surfaces. A storm water permit and a sedimentation and erosion control plan have both been submitted and are currently pending. Starting in the southwest corner of the property and moving north east, the applicant proposes to step out the existing 228' bulkhead 2' waterward into coastal wetlands. The proposed bulkhead replacement would impact 456 ft2 of coastal wetlands. The applicant provided no justification for why the proposed bulkhead would require impact of coastal wetlands. The applicant proposes to remove an existing 6'x 40' fixed pier located at the southwest end of the bulkhead (See sheet 3 of 7). Continuing northeast along the bulkhead, the applicant proposes to construct a 6' x 64' fixed pier leading to a 4' x 16' gangway. The gangway would end on an 8' x 16' landing ramp and continue into a 6' x 150' floating dock oriented parallel to the shoreline (Slips 1-10). According to the application, the southwest end of the floating dock would terminate at Mr. Graham's 15' riparian setback. According to the application, the waterward edge of the floating dock would stop at the USACOE setback. On the eastern side of the property, the applicant proposes to construct a 6' x 78' floating dock extension and a 5' x 12.75' finger pier (Slips 21-23) extending east off the existing floating docks (Slips 11-20). The applicant proposes a portable pump out, located in the ships store, with proposed signs located at the launch area. The proposed 5' x 12.75' finger pier would be restricted to the 'A width of the waterbody because the more restrictive USACOE channel ends approximately 20' south of the proposed finger pier. Water depths at the waterward end of the proposed floating docks range from approximately -3' to -11' MLW. The applicant proposes to construct a handicap accessible ramp between the proposed bathroom and ships store (See sheet 2 of 7). According to the application, a high ground 8' x 10' platform would lead into a 6' x 170' fixed pier that would utilize existing pilings from the non -conforming fish house (major permit #74-05). The fixed pier would terminate at a 12' x 24' covered platform and lead to a 6' x 13' fixed pier to the west that would connect to a 12' x 26' covered platform. Both covered platforms would be built over open water. A 6' x 38' fixed pier would connect the 12' x 26' covered platform to a Calabash Marina January 8, 2020 landward, existing 18' x 65' non -conforming fixed platform located over coastal wetlands. The applicant proposes to cover the existing 18' x 65' fixed platform within the existing footprint. The existing 18' x 65' platform would step down to a proposed 6' x 80' high -ground walkway leading back to the proposed bathroom and ships store. Lastly, the applicant proposes to excavate the existing boat launch area and extend dredging south along the existing floating dock (Slips 11-14) (See sheets 3 & 6 of 7). The proposed bucket to barge or long - reach operation would excavate approximately 253 yd3 of shallow bottom to the previous dredged depth of 4' MLW. No coastal wetlands are located within the proposed dredge cut however there are coastal wetlands within 10' of the northeast portion of the dredge footprint. Water depths in the proposed dredge area range from 0' to 4' MLW. Approximately 8,822 ft2 of spoils would be dewatered and trucked off -site to a pre -approved disposal area located at 604 Seaside Rd SW, Sunset Beach. 10. ANTICIPATED IMPACTS The proposed upland redevelopment outside of the 75' AEC would include the entire northern parking lot, 4 dry storage buildings, a portion of the eastern parking lot, 2.5 dry stack storage racks, and impervious ground cover for vehicular travel. The applicant proposes to cover 54% of the entire tract in impervious surface. The proposed upland development within the 75' AEC includes a portion of a dry stack rack, a portion of a parking lot, a bathroom, a ships store, a portion of the handicap accessible fixed pier, a fuel tank, 2 fuel dispensing locations, and an expansion of the forklift travel way. The proposed project would cover 28% or 8,353 ft2 of the tract with impervious surface within the 75' coastal shoreline AEC. Proposed impacts within the 30' buffer are not calculated because of the urban waterfront designation. The proposed 228 linear feet of bulkhead replacement would step out 2' below normal high water (NHW) and fill approximately 456 ft2 of coastal wetlands. Additional high ground disturbance, as a result of the bulkhead replacement, would total approximately 4,560 ft2. Minor increases in turbidity should be expected during construction. The proposed docking facility would incorporate approximately 2,238 ft2 of Estuarine Waters and Public Trust Area. As proposed, the additional docking space would increase the total number of slips from 10 to 23. The proposed docking facility would not encroach into the USACOE 80' Federal Channel setback nor would it exceed the width limit where applicable (Slip 23). The floating dock extension (Slips 21- 23) would encroach into the adjacent 15' riparian corridor, however, the applicant has received a waiver from the adjacent neighbor (Ragsdale property) for the encroachment of the proposed structure. The proposed dredging would disturb approximately 2,275 ft2 ofpreviously dredged shallow bottom area (Major Permit # 74-05). Minor increases in turbidity should be expected during the dredging operation; however, no long term impacts would be anticipated. The excavated spoil would disturb 8,822 ft2 of high ground at 604 Seaside Rd SW, in Sunset Beach. The proposed project would not exceed a final cut depth of-4' @ MLW.
