Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). This final permit includes no major changes from the draft permit sent to you on November 5, 2003. This permit includes a TRC limit that will take effect on August _1.2005. If you wish to install dechlorination equipment, the Division has promulgated a simplified approval process for such projects. Guidance for approval of dechlorination projects is attached. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be required. Correspondence files for 2002 are missing and files for 2001 and 2003 show no NOV/MOD's and no Compliance Evaluation Inspections results. I reviewed DMRs for the period January 2001— August 2003. Turbidity was above the 50NTU limit in the current permit only once, and then the turbidity downstream was no higher than upsteam. No effluent violations were noted. The range for TRC was 0.0-0.54 mg/I. For iron, it was <0.05-10.0. mg/I. Aluminum ranged from <0.1-10.0 mg/I. Although pH levels were not limited by the permit, levels were recorded and always measured 6-9 standard units. Per division policy for total residual chlorine, I have added a TRC limit to this permit. I limited it at 28pg/I rather than 17pg/I due to the fact that it is apparent that much dilution is available(although it cannot be calculated exactly how much. since no permitted flow is stipulated). , The receiving stream is not listed in the 303d. Page 2 of 2 Version-1112000 Sludge Management Plan John Glenn Water Treatment Plant City of Monroe, North Carolina Wastewater from the water treatment process consists of backwash water from the filters and ferric chloride sludge removed from the. sedimentation basins. The backwash water from the filters is discharged to the -wash water lagoon. In the wash lagoon solids from the backwash settle to the bottom. The clear water on the top is then pumped to our clarifier by our wash water lagoon decant pumps. Ferric chloride sludge from the sedimentation basins is discharged to the clarifier by routine operation of the trac vac system or during periodic basin cleaning. In the clarifier the solids and water are separated. The solids are concentrated in the bottom of the clarifier and pumped to sand drying beds. During the pumping process the sludge is condition with polymer at the sludge pumping pumps. The dewatered cake from the sand drying beds is currently taken to the City of Monroe's wastewater plant where it is blended with their sludge and land applied in accordance with Land Application Permit No. WQ0001346.
