Regulatory Field Office ?@-J1I Post Office Bo 1000 _ Washington, N.C. 27889-1000 y e Attention: Bill Biddlecome { Subject: Request for a NW 3 Permit and DWQ 401 for the replacement of Bridge 4 36 over Connarista Swamp on SR 1221 in Berrie County. 3 The North Carolina Department of Transportation is requesting the issuance ofa NW 3 permit and corresponding DWQ certification for the replacement of bridge = 36 in Berrie County. The bridge is located on SR 1221 (Charles Taylor Rd.) approximately 1.25 miles west of the.intersection of NC 305 and SR 1221. l'he bridge spans Connarista Swamp, which is a tributary that flows too the Cashie River approximately 0.6 miles downstream. The Division of Water Quality classitiesjConnarista Swamp as Class "C". "SW- waters, which is also, designated an anadromous fish spawning area by the Wildlife Resource Commission. Bridge N 36 is currently a wooden structure that is 70 R. long by 25 tt. wide. This structure will be removed using NCDOT's guidelines for bridge removal. The proposed-bridge will be replaced on its existing alignment. The new bridge structure will be 105 ft. in length by 30 Ft. wide and built with precast cored slab concrete deck, support piles and bents. The bridge roadway approaches will have to he reconstructed. This will result in some widening of the shoulders, which will permanently impact 447 sq. ft (0.010 acres) of riverine wetlands. NCDOT is proposing to remove approximately 0.013 acres of old approach till and grade the restored area to adjacent wetland elevation. An off-site detour will be utilized to detour traffic around the project area. i= Included with this letter are the location map, permit drawings, and PCN. Avoidance and Minimization Ia. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Impacts to wetlands have been minimized through the reduction in the roadway f otprint. The bridge approach shoulders are set at a width that allows for safety concerns to be met. The new bridge will be 35 ft. longer, which will enhance the ability of the floodplain to function. This will also allow us to restore approximately 0.013 acres of wetlands, by removing the old approach fill and grading it to adjacent wetland elevation. The road will be closed during the building process, which avoids the need for an on-site detour that would impact wetlands. t 1 b. • r Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The bridge is being built using top-down construction technique and a off-site detour is being utilized. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a.
